Implementation Advisor for Prisons and Foreigner Detention
Policy and regulations have a major impact on the work of colleagues within judicial institutions (prisons and detention centers for foreigners). As an implementation advisor, you are responsible for implementing new policies or changes in regulations within these processes. You act as the link between policy and execution within a government organization.
From a directorate, you will, in collaboration with the advisory department, develop implementation policies and translate policy measures, laws, regulations, and signals from practice into concrete, actionable solutions for the institutions. You will analyze what the institutions need for policy implementation, whether ICT systems align, whether processes are logically structured, and whether necessary formats are available.
Together with your colleagues, you will elaborate these changes into clear products/manuals and support institutions in their implementation. The implementation can relate to various themes such as care, safety, detention, stay, and return.
What you will do.
- Translate policy measures, laws and regulations, and signals from the field into an implementation strategy, clear communication, and practical tools for execution
- Collect, analyze, and interpret information to monitor the progress and quality of work processes
- Participate in meetings within the institutions to gather information, share knowledge, and advise on uniform and effective execution
- Collect data and inform management about the progress of implementations, risks, and specific details
- Monitor and evaluate implemented processes and policies and, where necessary, advise on improvements and adjustments to keep the execution in line with the original objectives

As an implementation advisor, you are organizationally sensitive and can easily navigate a complex organization. You understand the importance of collaboration, actively seek connection, and know how to motivate others. From your expertise, you provide both solicited and unsolicited advice and contribute to the improvement of execution. You have a flexible work attitude and are aware of the different interests of both the field, the organization, and other stakeholders.

- Knowledge of relevant ICT systems
- Knowledge of laws and regulations in the field of prisons and detention of foreigners and familiarity with policy frameworks or willingness to quickly acquire them
- Experience with project-based work and change management
- Experience with implementing quality improvements in work processes
Practical
- Working from home is possible; the organization offers good facilities for remote work
- A motivation letter is required
- For some positions, you will complete an (online) assessment
- Upon a positive outcome, a VOG (Certificate of Conduct) will be requested
- If you cannot demonstrate the required work and thinking level with a diploma, we will test this during the application procedure with an aptitude test. You will receive practice tests in advance.
