Strategic Project Secretary

Due to the rapid growth in the number of projects, processes, and involved parties, there is a need for additional strategic support within a government organization. This role supports the Development Manager in the integrated management of a large-scale area development.

What you will do.

  • Strategic right-hand to the Development Manager.
  • Proactively contribute ideas on organization, process, and strategic issues within the area development.
  • Connect various sub-projects and teams.
  • Ensure agreements, decisions, and actions are properly secured and followed up.
  • Play an important role in strategic project control at the area level.
  • Identify developments, opportunities, bottlenecks, and risks and advise the Development Manager accordingly.
  • Ensure coherence between projects and monitor the quality and progress of the integrated area development.
  • Substantive and integrated coordination between the various sub-projects.
  • Coordinate decision-making processes and monitor the administrative long-term agenda.
  • Secure agreements between the project organization and the line organization.
  • Perform scope management at the area level.
  • Coordinate information management in collaboration with the project secretaries of the sub-projects.
  • Prepare meetings and ensure proper securing and follow-up of decisions and actions.
  • Advise the Development Manager on organization, process, strategy, opportunities, bottlenecks, and risks.
  • Prepare presentations, decision-making notes, and progress reports.
  • Implement and update the Area Development Plan.
  • Monitor the administrative long-term planning, agenda, and action list of the core team.
  • Further develop and monitor an appropriate structure and operational management within the project organization.
  • Organize, prepare, and guide meetings with internal stakeholders.

Profile

  • Close collaboration with project managers, program control manager, project planner, and project secretaries of the various sub-projects.
  • Frequent contact with thematic development managers (e.g., mobility, energy, social domain) and department heads within the line organization.
  • Easily switch between strategy, process, and implementation.
  • Strong analytical skills and maintain an overview of a multitude of projects and interests.
  • Ability to reduce complex information to its essence.
  • Proactive and organizationally sensitive.
  • Good sense of what is needed to advance decision-making and collaboration.
  • Strong in connecting people, processes, and content.
  • Able to advise independently at a strategic level.

What they ask

  • Demonstrably hold a recognized, completed, and full diploma at a minimum of HBO level (higher professional education) in one of the following fields: Urban Planning, Spatial Development, (Social) Geography, Public Administration, Business Administration, or an equivalent qualification as judged by the client.
  • Minimum of 8 years of demonstrable work experience in area development, gained in the past 12 years.
  • A specific VOG (Certificate of Conduct) is required for this assignment.

Preferences.

  • Minimum of 8 years of demonstrable relevant work experience with large-scale area development within the public sector, gained in the past 12 years, preferably in the role of project manager, project or program secretary, and/or process manager.
