A government organization is looking for an experienced and independent Program Manager for a temporary change and program assignment focused on the further development of the municipal working method concerning the Environmental Law (Omgevingswet), with a horizon towards 2032.
- The assignment comprises four development lines: substantive coherence, strengthening the "yes, unless" approach, improving collaboration and organization, and professionalization and knowledge development.
- The contractor is responsible for realizing and delivering the agreed results.
What you will do.
- Draft and have an integral program plan approved.
- Develop a domain-wide plan in which environmental vision, environmental programs, policy frameworks, environmental plan, and permit granting are planned and coordinated in coherence.
- Deliver a collaboration and governance model for the involved teams.
- Advise on role and task division, consultation structures, decision-making agreements, joint prioritization of activities, and strengthening ownership and integrality.
- Elaborate the development lines into concrete advisory and/or project products.
- Periodically advise management, executive board, and portfolio holder on progress, risks, capacity, priorities, and administrative choices and dilemmas.
Profile
- You develop and deliver a coherent approach for the further development of the municipal working method concerning the Environmental Law.
- You independently determine the approach, planning, and working method and deliver results-oriented.
- You work independently, coordinate with stakeholders within the team/client if necessary, and deliver the end product without hierarchical direction or dependence on the team.
- Freedom in work form, location, and planning, provided the end result is in accordance with the assignment and delivered on time.

- Demonstrably completed education at a minimum of HBO bachelor level.
- Minimum of 3 years demonstrable work experience as a program manager or project manager.
- Demonstrable work experience with implementation(s) of the Environmental Law and/or working with environmental visions, environmental programs, environmental plans, and permit granting.
- Minimum of 2 years work experience with organizational change, cultural change, or complex collaboration issues.
Preferences.
- Minimum of 3 years demonstrable work experience as a program manager with change assignments within the physical domain of a municipality.
- Minimum of 1 year demonstrable work experience with administrative advising to management, executive board, and administration.
- Demonstrable work experience with developing a collaboration and governance model in the field of integral working within municipal organizations.
- Demonstrably completed education at a minimum of WO bachelor level.
