Financial Advisor Public Sector
The client is a public sector organization in the East Netherlands region. The organization is characterized by an informal atmosphere, short communication lines, and room for initiative. This is a temporary assignment as a financial advisor for the public sector. You will analyze financial issues, interpret developments, and support budget holders with concrete advice.
What you do
You will work as an independent financial advisor for internal and external services. The emphasis is on making financial consequences, risks, scenarios, and action perspectives transparent. The central assignment includes:
- Independently analyzing, interpreting, and advising on financial issues within specific teams (e.g., Customer Contact, Permits & Enforcement, and Board Support).
- Translating financial developments into concrete insights, risks, scenarios, and action perspectives.
- Connecting financial information with substantive and organizational developments and making financial effects transparent.
You will independently achieve the following results:
Financial advisory.
- Analyzing and interpreting financial developments.
- Analyzing deviations between budget, forecast, and realization.
- Signaling financial risks, opportunities, and points of attention.
- Making financial consequences of policy and organizational choices transparent.
- Advising on budgetary issues.
- Preparing financial analyses and scenarios.
- Translating financial information into concrete action perspectives.
- Advising on the financial feasibility and consequences of proposed developments.
Staffing and occupancy.
- Financially translating staffing developments.
- Analyzing personnel costs.
- Making financial effects of changes in occupancy transparent.
- Calculating scenarios for staffing and occupancy.
- Signaling financial risks and points of attention.
- Making structural and incidental financial effects transparent.
Financial analysis and management information.
- Translating relevant financial information into usable management information.
- Providing insight into financial position, budget, forecast, and realization.
- Signaling deviations, trends, risks, and opportunities.
- Making proposals to improve the quality and accessibility of financial management information.
Contribution to the planning and control cycle.
- Independently making a substantive contribution to relevant components such as budget, interim reports, annual accounts, financial analyses, and explanations.
Financial advisory on developments.
- Analyzing relevant developments and visualizing their financial consequences, such as changes in services, staffing, regulations, investments, and processes.
What they ask Education.
- At least a completed HBO bachelor's degree in Business Economics, Finance & Control, Accountancy, or Public Administration.
Experience.
- At least 5 years of demonstrable work experience in financial control, business control, and/or financial advisory.
- At least 3 years of demonstrable work experience with independently advising and supporting management, budget holders, and/or team leaders.
- Demonstrable work experience with budgeting processes, financial reports, and annual accounts.
- Demonstrable work experience within a public sector organization in the field of financial control, business control, and/or financial advisory.
- Demonstrable work experience with financial analyses and translating them into concrete advice.
- Demonstrable work experience with improving financial processes, management information, and/or the financial function within an organization.
- Demonstrable work experience with advising and reporting to management, executive board, and/or administration.
