Contract Manager Migration & Reception

A municipal reception center provides shelter for Ukrainian displaced persons and asylum seekers. The location is unique due to its combined reception model, its own municipal management, and its approach to integrating residents from day one through an intensive program. Currently, the location is being renovated and expanded, which will significantly increase the number of residents.

Collaboration with suppliers is crucial for the reception center, as it directly impacts the living conditions of residents, the organization's service delivery, and the trust of local residents. The contracts cover various areas such as facilities, real estate, and care. Regular collaboration with other contract managers is required, for example, in the areas of IT and student transport. The contracts are dynamic and influenced by new regulations and societal developments.

As a contract manager, you are responsible for stable and reliable contract management for the relevant team and the municipal reception center. You ensure that every stakeholder knows their role and that the various contracts are under control.

What you do

  • Update the overview of current contracts and agreements for the team.
  • Record these contracts in a contract management system to ensure current and reliable management information is available.
  • Advise the contract owner on the needs and preconditions that apply and are necessary within these contracts (e.g., in terms of service, safety, logistics).
  • Execute contract management on current, new, and future contracts.
  • At the start of the assignment, focus on entering into, extending, or terminating contracts for, among other things, inventory, catering, coffee, and cleaning.
  • Inventory and analyze all contracts and agreements.
  • Record and structure contract information in the system.
  • Coordinate strategic choices, priorities, and improvements with the contract owner.
  • Initiate and guide improvement and change processes, including in crisis situations or with changing regulations.
  • Maintain relationships with suppliers and internal stakeholders.
  • Translate contract goals into concrete agreements and frameworks on the work floor.
  • Proactively identify and manage risks (financial, legal, political, and operational).
  • Take the lead or provide input for new tenders and/or contract extensions.
  • Prepare working agreements and a handover document.

Internal collaboration.

  • Collaborate with the contract owner: shape strategic discussions and take the lead in translating the defined course into execution.
  • Collaborate with realization and verification managers: coordinate and shape collaboration on the work floor, provide direction and an overall overview.
  • Collaborate with operational teams and other internal stakeholders: be the connecting link.
  • The activities are an integral part of regular business operations and are performed within the existing organizational structure.
  • The employee is part of the team, participates in internal meetings, and works under the daily guidance of the responsible manager.
  • Due to the importance of continuity, knowledge retention, and close collaboration with internal stakeholders, this is a structural role within the team that requires full integration into the organization.

What they ask

  • Demonstrable completed education at a minimum of HBO bachelor level.
  • Minimum of 3 years of demonstrable work experience with contract management in a political-administrative environment.
  • Demonstrable work experience with procurement processes.

Preferences.

  • Demonstrable completed CATS CM Practitioner training.
  • Demonstrable work experience at a municipal organization.
  • Demonstrable work experience with a contract management system or similar systems.
