This mission is part of a large-scale digital and organizational transformation within a public sector organization, aiming to modernize processes, enhance operational efficiency, and better meet the needs of users and citizens. You will analyze, structure, and regain control of complex IT programs, especially when governance, steering, or execution require realignment.
What you will do.
- Strategic steering & structuring:
- Define, consolidate, and steer the overall program roadmap in line with strategic priorities.
- Structure initiatives, clarify scopes, responsibilities, and dependencies.
- Implement a clear and effective governance framework including committees, reporting, and KPIs.
- Analysis & diagnosis:
- Conduct in-depth analyses of existing programs regarding maturity, organization, risks, and performance.
- Identify dysfunctions, inconsistencies, and blocking points.
- Propose pragmatic and prioritized remediation plans.
- Provide an integrated vision of business, IT, financial, and organizational challenges.
- Crisis management & program recovery:
- Intervene on programs in difficulty concerning planning, budget, quality, and governance.
- Prioritize critical actions and secure essential deliverables.
- Restore a realistic and controlled trajectory.
- Realign stakeholders around common and achievable objectives.
- Multidimensional coordination:
- Ensure synchronization between technical, business, organizational, and contractual dimensions.
- Coordinate internal teams and external partners.
- Manage complex interdependencies between projects and systems.
- Contractual management & suppliers:
- Oversee relationships with suppliers and integrators within a public procurement framework.
- Monitor contractual commitments regarding quality, deadlines, deliverables, and, if applicable, penalties.
- Contribute to arbitrations and decisions related to service providers.
- Risk management & financial steering:
- Identify, evaluate, and anticipate operational, technical, and organizational risks.
- Steer the budgetary trajectory of programs and optimize resource allocation.
- Contribute to securing funding, including European subsidies where applicable.
- Governance & decision support:
- Prepare decision support materials for governance bodies.
- Provide a clear, objective, and consolidated overview of program status.
- Facilitate strategic arbitrations.
- Continuous improvement & structuring:
- Deploy adapted program management methodologies (Agile, hybrid, or governance frameworks).
- Industrialize steering practices and strengthen organizational maturity.
- Contribute to a sustainable transformation of operating modes.
Profile
- Confirmed experience as a Program Manager on complex IT programs.
- Excellent command of complex IT environments, particularly in architecture, integration, and data.
- Experience in implementing solutions for a large number of users, such as CRM or ERP systems.
- Experience in the public sector.
- Strong skills in transversal leadership, multidisciplinary coordination, and change management.
- Ability to operate in complex, fragmented, or recovery contexts.
- Very good analytical, prioritization, risk management, and governance structuring skills.
- Bilingual French - Dutch, with a good command of English.
