Recent reports show an increase in reports to Veilig Thuis (Safe Home) and crimes related to domestic violence. An analysis of reports to Veilig Thuis has led to the following recommendations:

- Strengthen governance through a domestic violence and intimate terror focal point
- Reform the shelter chain
- Focus more strongly on perpetrator approach
- Improve triage and risk assessment
- Invest in prevention and early detection
- Strengthen chain collaboration and knowledge sharing

What you will do. As a project leader, you will work on the formulated recommendations and deliver the following results:
- An implementation and execution plan including planning, governance, milestones, preconditions, risk analysis, data sharing, and required capacity
- Organization and guidance of collaboration with chain partners such as Veilig Thuis, police, care and welfare organizations, education, public prosecutor's office, and regional partnerships
- Collaboration agreement with relevant partners on cooperation with the local neighborhood team and involved policy officers, with the aim of shifting the focus from crisis to structural safety in the event of a (preventive) house ban
- Proposals for the governance of domestic violence/intimate terror, for the reform of the shelter chain, and for the embedding of the domestic violence focal point, including tasks, positioning
- Elaborated improvement measures for prevention, signaling, triage, risk assessment, and chain collaboration
- Proposal for structural embedding of the approach within municipal processes and responsibilities
- Administrative decision-making with administrative and official coordination
- A fully implemented domestic violence reporting code
- Organization of events to increase knowledge and awareness
- Periodic reports to management and administration on progress, risks

- Minimum 2 years of demonstrable work experience as a project leader within the social domain and/or public order and safety
- Demonstrable work experience with issues surrounding domestic violence, child abuse, safety, and care (mention at least 1 example in the CV)
- Minimum 1 year of demonstrable work experience as a project leader with municipal decision-making processes and regional partnerships
- Demonstrable work experience with change and implementation processes within complex networks (mention at least 1 reference assignment with context)

Practical
The project leader is not embedded in the line organization and does not replace an employee. The activities are carried out independently, with the client only assessing the final result. There is no steering on the process, but solely an assessment of the agreed results. The contractor monitors and organizes their own deployment, resources, and planning.
