Project Leader Educational Housing

Intended result.

  • A timely realized and ready-to-use semi-permanent temporary educational facility, including any supplementary temporary units, fitting within the frameworks of the established Integrated Housing Plan.
  • The facility enables students to continue their education without interruption during renovation and new construction projects.
  • A controlled project process, where planning, budget, quality, risks, and stakeholder interests are demonstrably monitored and managed.

Expected deliverables.

  • A feasible plan of approach for the development and realization of the semi-permanent temporary educational housing.
  • A realized and operational temporary rotating facility including necessary supplementary units.
  • Periodic progress and steering information on the GROTIK aspects (money, risks, organization, time, information, and quality).
  • Management reports for the organization and involved school boards.
  • Advice on appropriate tendering and contract forms.
  • A carefully completed project including delivery and handover.

What you will do.

  • Act as the central point of contact for external parties involved in the realization of the semi-permanent and temporary educational housing.
  • Ensure coordination with the internal project organization and relevant stakeholders.
  • Monitor the progress, coherence, and dependencies of the various educational projects and report clearly on them.
  • Develop a realistic and feasible approach within the frameworks of the organization and the current market conditions within educational housing.
  • Translate the principles of the established IHP into implementation and ensure that these are adhered to throughout the project.
  • Manage budget, risks, planning, quality, and organizational preconditions.
  • Ensure coordinated communication with involved parties.
  • Oversee the assessment of designs, drawings, specifications, and work descriptions and ensure they align with project objectives.
  • Advise on tendering and contract forms and ensure controlled execution.
  • Coordinate and manage the entire process from preparation, realization, delivery, and handover.

What they ask

  • Minimum of 5 years demonstrable work experience in the past 8 years within a municipal organization in an advisory role.
  • Minimum of 3 years demonstrable work experience with educational housing within a government organization, including actively managing GROTIK aspects.
  • Demonstrable work experience with executing projects based on an Integrated Housing Plan (IHP) for educational housing established by the municipal council.

Preferences.

  • Demonstrable work experience in the past 5 years with at least 3 complex housing projects within a municipal real estate environment, involving new construction, renovation, temporary housing, and/or semi-permanent housing.
  • Demonstrable work experience in the past 5 years within a municipal organization with drafting progress reports, decision-making documents, and administrative advice.
  • Demonstrable completed education at a minimum of HBO bachelor level in the direction of Civil Engineering and/or Industrial Engineering and Management.

Competencies.

  • Project Management: can systematically manage complex housing projects from initiation to delivery, monitoring progress, planning, quality, risks, and budgets of semi-permanent and temporary educational housing.
  • Stakeholder Management: effectively connects diverse interests of school boards, municipal disciplines, users, and external parties, creating support for decision-making and project execution.
  • Administrative Sensitivity: operates effectively within a political-administrative environment and translates project information into clear advice and reports for official and administrative clients.
  • Overall Management: manages the coherence between the various education and housing projects and ensures consistent direction on agreements, responsibilities, and results.
  • Organizational Sensitivity: actively involves the internal municipal organization in the development and realization of the project and ensures coordination between all involved disciplines.
  • Communication Skills: communicates clearly and convincingly with internal and external stakeholders and ensures consistent communication about the progress of the projects and the IHP.

Practical

  • The contractor performs the work from an independent position and is engaged to achieve the agreed project results.
  • There are no fixed working days or schedules from the organizational side.
  • Coordination with the client and relevant stakeholders takes place as necessary for the progress and execution of the project.
  • Participation in regular team meetings, internal employee gatherings, and other organizational activities not directly related to the assignment is not part of the work.
