A municipal organization is looking for an experienced strategic advisor to support dossiers concerning asylum reception, status holders, and Ukrainian displaced persons. The advisor works independently on policy development, administrative advice, regional coordination, and preparation of decision-making. Close cooperation is maintained with the Housing Special Target Groups assignment manager. If necessary, the advisor can act as a substitute for the assignment manager.
What you will do.
- Advise on and develop policy regarding asylum reception
- Conduct research into sustainable reception locations and elaborate scenarios
- Prepare administrative decision-making and official documents
- Represent the organization in regional consultations
- Coordinate a specific reception location dossier, including relationship management
- Identify and translate relevant legislation and regulations into municipal policy
- Advise on issues concerning housing, integration, and guidance of status holders
- Support the accelerated approach to housing status holders
- Participate in regional consultations and cooperation agreements
- Advise on the further organization and positioning of the dossier
- Develop policy and a long-term vision for Ukrainian displaced persons
- Elaborate scenarios for reception, housing
- Draft college proposals, memos, annotations, and council information
- Advise on the consequences of European and national developments
- Represent the organization towards regional partners and chain organizations
- Identify developments, opportunities and risks
- Translate legislation and regulations into policy and administrative choices
- Coordinate with the Housing Special Target Groups assignment manager on progress and results
Results.
- Administrative decision-making is prepared in a timely manner and provided with high-quality advice
- The dossiers of asylum reception, status holders, and Ukrainian displaced persons are continuously supported politically and administratively
- The organization is adequately represented in regional consultations
- Relevant national and regional developments are translated into administrative choices and actionable advice
- Scenarios for structural reception and housing are elaborated
- Ongoing administrative products are completed
- The assignment manager is relieved of the daily policy coordination of the dossiers

What they ask
- Minimum 3 years of demonstrable work experience as a policy advisor, program manager, or strategic advisor within the public domain
- Demonstrable work experience as an advisor in the field of asylum reception and/or the Distribution Act (Spreidingswet)

Wishes.
- Demonstrable work experience in the past 3 years with status holders and integration issues within municipalities
- Demonstrable work experience with the reception of Ukrainian displaced persons
- Demonstrable work experience as an advisor/project leader with regional cooperation and administrative decision-making
- Demonstrable work experience with strategic policy development within the social or spatial domain
- Demonstrably completed education at a minimum of HBO bachelor level in public administration, law, social geography, urban planning, social sciences, public administration
