HRM Officer Personnel Policy and Process

This position contributes to the planning and conduct of civilian crisis management missions in Human Resources matters, mainly through drafting, revising, and monitoring the implementation of HR policies.

What you do

  • Assist and provide advice to the management team and extended desks on human resources matters related to civilian operations.
  • Support civilian missions in the fields of human resources through strategic advice.
  • Develop, draft, revise, and monitor the implementation of policies, principles, and guidelines related to capacity generation, staff regulations, and Standard Operating Procedures (SOPs).
  • Contribute to the development of specific requirements, job descriptions, and vacancy announcements for civilian operations, as well as standard contracts of employment and terms of employment for international civilian staff.
  • Support operational plan reviews and the coordination of HR Annex alignment in operational plans.
  • Act as the Point of Contact for a civilian mission.
  • Plan, prepare, and manage the Calls for Contributions process, coordinate and support the mission in conducting a timely capacity generation process.
  • Advise on and supervise the preparation of job descriptions in accordance with applicable rules.
  • Participate in and ensure oversight of the recruitment, selection, and deployment of international personnel.
  • Advise, provide guidance, and instructions to the mission (management and HR teams) on Human Resources Policies and Procedures.
  • Provide timely support and guidance to the mission on all human resources issues, including status of personnel, personnel administration processes, leave policy implementation, financial entitlements, and international staff contracts.
  • Contribute to HR briefings and participate in inter-institutional thematic working groups.
  • Participate in mission staff selection procedures.

What they ask

  • Must have passed a valid EPSO CAST in FG IV, or be registered in the EPSO Permanent CAST for FG IV.
  • Completed university studies of at least three years attested by a diploma.
  • Capacity to work in English and French, necessary for the performance of duties.
  • Be a national of one of the Member States of the European Union and enjoy full rights as a citizen.

  • The ability to maintain diplomatic relations and to ensure representation and communication in a complex, multicultural environment.
  • The capacity to create constructive working relations with national authorities, civil society, international organizations, and EU Member States.
  • Strong drafting and analytical skills combined with sound judgment.
  • Knowledge of external relations, internal policies, and functioning of the European Union.
  • Excellent communication skills and the ability to establish and maintain a network of contacts.
  • The ability to communicate clearly on complex issues and the capacity to perform with accuracy and in a flexible manner a diversity of tasks in a complex institutional environment.
  • Strong service attitude and be a flexible team player.
  • Very good command of English and a good command in French, both written and spoken.
  • Experience of working in a team in a multi-disciplinary and multi-cultural environment.
  • Experience in working with or within other EU institutions.
  • At least ten years of job-related work experience in the field of human resources.

Practical

  • Prior favorable opinion of the Medical Service is required.
  • A Personnel Security Clearance (SECRET UE/EU SECRET) is required.
