A public organization is working on the development of an energy company. This energy company must contribute to the realization of collective heat solutions and ensure sustainable generation. It forms an important instrument to safeguard public control, affordability, sustainability, and security of supply in the local heat transition. The organization is seeking external support for drafting a business plan for this energy company.
This plan must form the basis for administrative decision-making regarding the setup, tasks, scope, organization, financing, and phasing.
What you do
You support the drafting of the business plan for the energy company and act as a quartermaster. You deliver an administratively usable business plan suitable for decision-making and implementation, and guide the establishment and commissioning of the energy company. You work closely with the administrative and executive organization of the public entity and coordinate with relevant external parties.
Activities.
- Elaborating the background, context, and objectives of the energy company
- Formulating vision, mission
- Determining tasks, scope, and phasing, also in relation to defined and yet-to-be-defined projects
- Finalizing possible legal and organizational structures
- Describing management, governance
- Describing collaboration with third parties, such as public partners, market parties, grid operators, housing corporations
- Preparing the decision-making process within the organization
- The actual establishment and commissioning of the energy company with all associated tasks
What they ask
- Minimum of 5 years demonstrable work experience with consulting assignments for municipalities, provinces, public participations, or other public organizations
- Minimum HBO or WO (higher professional education or university) work and thinking level, demonstrable through a completed education in one of the following fields:
- public administration
- economics
- finance
- law
- Experience with completed comparable assignments for public organizations in the field of collective heat, heat companies, energy infrastructure, energy production and storage, business cases, or financing structures
- Experience with local authorities in a specific region, including municipalities, province, partnerships, or other public organizations in that region
- Experience with the Danish approach to collective heat, as applied or explored in a specific region
- Knowledge of public governance, legal structures, and decision-making regarding public participations or heat companies
- Experience with financial modeling, business cases, equity, debt, subsidies, and public contributions for heat or energy projects
- Ability to develop a clear approach, including planning, working method, involvement of the organization, and translation into administrative decision-making
- In the past 3 years, completed at least 5 assignments for or on behalf of a municipality, province, public participation, or other public organization in the field of collective heat, heat networks, heat companies, energy infrastructure, or comparable public investment assignments

- Demonstrable experience with financial modeling, business cases, equity, debt, subsidies, and public contributions for heat or energy projects
- Quality of the proposed approach, including planning, working method, involvement of the organization, and translation into administrative decision-making
