A municipal organization is seeking temporary external expertise for two interconnected tasks within the physical domain: setting up a spatial planning program and supporting the implementation of an area development program. Due to the specific substantive expertise, the programmatic nature of the work, and the temporary need for additional capacity, an independently operating, results-oriented contractor is sought.
The assignment will be carried out within the framework of the Environmental Law (Omgevingswet) and according to programmatic working principles, aligning with the VPNG method. Key principles include an integrated approach to the physical living environment, area-oriented and coherent consideration of interests, early involvement of stakeholders, steering on program goals, progress, and results, and clear governance, monitoring, and administrative decision-making.
What you do
- Help set up and structure a spatial planning program.
- Support the implementation of an area development program.
- Contribute to the establishment of a workable program structure, progress, and administrative information provision.
- Draft a start note, principles note, and a program plan with SMART goals and an implementation paragraph.
- Translate to the Digital Environmental Law System (DSO) and annual plans for team leaders.
- Map relevant policy, spatial, and organizational developments.
- Formulate program goals, scope, planning, and governance.
- Advise on translating the Environmental Law into the municipal approach.
- Inventory and involve relevant internal and external stakeholders.
- Prepare decision-making and administrative products.
- Support the progress and coordination of the program.
- Identify risks, dependencies, and bottlenecks.
- Contribute to alignment with involved parties.
- Prepare progress reports and advice.
- Support the realization of sub-tasks and measures.

- Demonstrable completed education at a minimum of HBO bachelor level.
- Minimum 2 years demonstrable work experience as a program manager within a municipal organization.
- Minimum 1 year demonstrable work experience with the Environmental Law (Omgevingswet) in a program manager role.
