Analyze existing services and ICT governance.
- Map current services, capabilities, organizations, roles, and governance structures.
- Develop and compare different scenarios for ICT service delivery.
- Evaluate for each scenario the advantages, disadvantages, costs, organizational, and budgetary impacts.
- Identify impacts on key competencies, risks of fragmentation or duplication, and reinforcement needs.
- Define necessary measures to ensure the continuity of essential services.
- Design a target governance structure adapted to the chosen scenario.
- Clarify roles, responsibilities, levels of autonomy, and decision-making mechanisms.
- Rely on best practices from other organizations to inform recommendations.
- Contribute to defining the vision, ICT strategy, and ambition level of a future government organization.
- Formulate strategic recommendations for selecting and implementing the target scenario.
Profile
- Experienced consultant with expertise in ICT governance and strategy.
- Confirmed experience in enterprise architecture and defining organizational and operational models.
- Mastery of strategic analysis and scenario comparison: advantages, disadvantages, organizational, and budgetary impacts.
- Solid experience in IT governance, mapping of organizations, roles, responsibilities, and decision models.
- Ability to define an ICT strategy and roadmap based on an existing analysis.
- Experience in organizational transformation / IT service migration in complex environments.
- Ability to analyze competencies, capabilities, costs, dependencies, and impacts related to different scenarios.
- Excellent analytical, synthesis, communication, and consulting skills with senior stakeholders.
- Active Dutch and French required.
- English: an asset.
- Knowledge of the Belgian public sector and/or asylum and migration is highly valued.
