  • A municipal organization established its vision for the coexistence of residents and newcomers in 2025.
  • Newcomers are part of the local society. Together with residents, social organizations, educational institutions, housing corporations, and other partners, efforts are made for reception, housing, civic integration, participation, and coexistence.
  • Due to new laws and regulations, social developments, and changing national frameworks, the policy challenge regarding newcomers is increasing.
  • The organization is looking for a proactive policy advisor who not only monitors developments and translates them into policy but also identifies opportunities and takes initiative to advance the task concerning newcomers.
  • The contractor contributes to an organization where residents and newcomers coexist well, participate, and take responsibility.
  • The contractor thinks in possibilities, comes up with innovative ideas, and actively contributes to the further development of policy, collaboration, and participation of newcomers within the organization.
  • The assignment is carried out within a team for the Social Domain, for the newcomer task under the leadership of the department head and the program manager.
  • The policy advisor fulfills a connecting role between strategic policy development and the implementation of the execution plan.
  • Close cooperation is maintained with the director, involved colleagues, and external partners to achieve the set social and administrative goals.

What you do

  • Newcomer policy aligns with current social and national developments:
  • Relevant developments, laws and regulations, and administrative issues are identified in a timely manner and translated into policy choices.
  • Management and the organization have up-to-date and well-substantiated advice with which changes within the newcomer domain can be responded to promptly.
  • The organization has a coherent and future-proof policy approach for newcomers:
  • The policy regarding reception, housing, participation, civic integration, and coexistence is updated and further developed where necessary.
  • Policy choices contribute to the implementation of the vision on the coexistence of residents and newcomers.
  • Collaboration between policy areas and partners is strengthened:
  • Cohesion has been established between the various policy areas within the social domain, including participation, education, housing, health, work and income, and safety.
  • Internal and external partners work from a shared task on the integration and participation of newcomers.
  • Innovation and development are stimulated within the newcomer task:
  • Opportunities and bottlenecks within the task are proactively identified.
  • New ideas and innovative solutions are introduced to further advance the social participation and self-reliance of newcomers.
  • An active contribution is made to the further development of the approach regarding newcomers.
  • Insight into progress, results, and social effects has improved:
  • Results are monitored and translated into administrative insights and reports.
  • The organization has better insight into the effectiveness of policy and developments within the newcomer domain.
  • The organization has a visible position within relevant regional and national networks:
  • The organization is actively represented in partnerships and knowledge networks.
  • Opportunities, developments, and good examples are utilized for the benefit of the local task.
  • Contribution to the realization of the Newcomers' implementation plan:
  • The contractor, from his or her policy expertise, makes an active contribution to the implementation and further development of the Newcomers' implementation plan.
  • Policy choices and advice demonstrably contribute to the realization of the objectives from the implementation plan.
  • Bottlenecks and opportunities arising from the implementation are proactively identified and translated into improvement proposals.

  • Environmental awareness: Identifies social, political, and national developments and translates them into consequences and opportunities for the organization.
  • Administrative sensitivity: Understands the dynamics of a political-administrative environment and knows how to respond carefully and effectively.
  • Advising: Provides clear, well-substantiated advice and knows how to weigh different interests.
  • Connecting and collaborating: Builds and maintains relationships with internal and external partners and brings parties together around shared tasks.
  • Initiative: Identifies opportunities and bottlenecks, takes responsibility, and independently proposes improvements.
  • Results-oriented: Works purposefully towards agreed results and monitors progress, quality, and deadlines.
  • Analytical ability: Can understand complex issues, establish connections, and translate them into concrete policy choices.

What they ask

  • Demonstrable completed education at a minimum of HBO bachelor level.
  • Minimum of 2 years demonstrable work experience in the past 5 years with policy development within the Social Domain at a municipal organization.
  • Demonstrable work experience with social issues within the social domain.
  • Demonstrable work experience with advising management in a political-administrative context.

Preferences.

  • Minimum of 4 years demonstrable work experience as a policy advisor in the Social Domain at a municipal organization.
  • Demonstrable work experience with newcomer issues, to be explained with an example.
  • Minimum of 2 years demonstrable work experience with coordination and consultation with internal and external stakeholders, such as care providers, welfare organizations, and chain partners.
  • A personal motivation that addresses: the social challenge surrounding newcomers within a municipal organization, how a proactive advisory role regarding the newcomer task is fulfilled, and how initiative and ownership are demonstrated. The motivation must be written by the candidate themselves and uploaded together with the CV as one document.
