A government organization aims to make more consistent, traceable, and substantiated sustainable and circular choices within civil engineering structure projects. Currently, such choices are largely based on interpretation and project-specific considerations. Various goals, ambitions, and existing documents are available to guide sustainability within civil engineering structures.

The organization wants to better connect these existing frameworks and ambitions and translate them into a practically applicable policy for future projects. This concerns both fixed and movable civil engineering structures and considerations in design, management, maintenance, renovation, and replacement.

What you do

The assignment focuses on developing a compact policy-oriented and practically applicable document that guides sustainable and circular choices within civil engineering structure projects. This aligns with relevant policy frameworks and national developments. The content basis includes circular thinking frameworks, such as the R-ladder, which aims for the highest possible preservation of value, materials, and lifespan.

Additionally, it will be investigated how instruments and indicators, such as the Environmental Cost Indicator (MKI) and, for example, Het Nieuwe Normaal, can contribute to substantiating, comparing, and weighing design choices and project variants. The contractor independently determines the approach, sequence of activities, and working method required to achieve the described results. An implementation plan is an option for a follow-up assignment.

The activities consist of:

  • Inventorying existing policy goals, ambitions, frameworks, and relevant documents in the field of sustainability and circularity within civil engineering structures
  • Analyzing how these policy frameworks relate to each other and where coherence, overlap, or ambiguities exist
  • Mapping relevant national developments and methodologies for circular infrastructure
  • Translating circular principles, including the R-ladder, into the practice of design, maintenance, renovation, and replacement of civil engineering structures
  • Investigating how instruments and indicators, such as MKI, can be used to substantiate and compare design variants
  • Describing which administrative, policy, technical, and practical considerations play a role in sustainable choices within civil engineering structure projects
  • Drafting a compact policy document for practical considerations regarding sustainable and circular civil engineering structures
  • Coordinating with internal stakeholders, including those involved in policy, management, asset management, project realization
  • Processing feedback and delivering an administratively and officially usable final product

Results. The contractor will deliver at least the following products:

  • Analysis of existing policy goals, ambitions, and documents related to sustainable and circular civil engineering structures
  • Overview of relevant national developments, methodologies
  • Elaboration of a practical decision-making framework for sustainable choices within civil engineering structure projects
  • Translation of circular principles, including the R-ladder, into the practice of design, maintenance
  • Description of how design variants can be substantiated and compared using indicators and administrative considerations
  • Compact policy document for practical considerations regarding sustainable and circular civil engineering structures
  • Final version of the policy, suitable for use in future provincial civil engineering structure projects

What they ask

  • Minimum 5 years of demonstrable work experience in policy within a government institution focused on sustainability, circularity within infrastructure, built environment, or comparable physical assets
  • Minimum 2 years of demonstrable work experience in drafting policy documents, guidelines, decision-making frameworks, or similar documents, to be explained with examples
  • Demonstrably completed education at a minimum of HBO bachelor level

Preferences.

  • Demonstrable work experience with civil engineering structures, infrastructure projects, to be explained with examples of what is comparable
  • Demonstrable work experience with circular principles and relevant instruments, such as the R-ladder, MKI, or comparable methodologies, to be explained where these methodologies have been used
  • Demonstrable work experience with civil engineering structures and the tasks of design, management, maintenance, renovation, and replacement, describe at least two assignments with examples where this experience was gained
  • Demonstrably completed education in civil engineering, environmental science, construction engineering, or comparable, to be explained what is comparable
  • Demonstrable work experience in drafting policy documents or guidelines for sustainable/circular infrastructure
