Technical Project Manager

We are looking for a Technical Project Manager for a government organization.

What they ask The proposed candidate must demonstrably have a university (WO) level of work and thinking in a (construction) technical direction. Minimum 5 years of experience in project management, with demonstrable experience in the following activities:

• Utility construction (excluding agricultural or residential construction)
• Execution of large housing projects (> 1 million)
• All project phases from the initiation phase up to and including the delivery of the realization phase of projects in the context of new construction, renovation, and/or maintenance
• Knowledge of the Public Procurement Act 2012 or the ARW 2012 and its application in a tender
• Application of risk management
• Responsible for planning project activities and obtaining financial resources
• Monitoring of planning and execution
• Knowledge of financial and process control systems such as Oracle
• Responsible for the entire Safety File (VG&O file)
• Procurement of works and services
• Initiating actions towards users, contractors, and internal or external advisors
• Experience with technical, legal, and business components in various contract forms

Wishes. The degree of experience as a project leader in carrying out real estate-related projects:

• Experience with construction or renovation projects where continuity of critical business processes is required, for example, advanced installation technology
• Experience with construction or renovation projects where sustainability requirements are set
• Experience with various challenging (logistical) urban or renovation projects
• Experience with construction, renovation, or restoration projects on monuments and penitentiary institutions
• Experience with projects for (government) organizations
• Complexity due to the combination of technical disciplines, contract situations, project scope, and a demanding environmental situation
• Influence on the work of third parties, including hired consultants, contractors, installers, and construction cost experts
• Monitoring of environmental conditions and permits
• Experience with and knowledge of IPM and LEAN

The degree of experience as a project leader in carrying out projects within an operational/inhabited environment and a diversity of users:

• Determination of scope and framework conditions of the (construction) technical installations
• Degree of experience in translating customer requirements and wishes from primary business processes
• Experience with construction and renovation projects with different personnel logistical flows within one building and their complexity (smart organization of personnel and materials, logical planning, material storage)
• Experience with construction and renovation projects with different, strictly separated (technical) processes within one complex

The degree of experience as a project leader working in a team or similar organization with the following different roles and disciplines within the team:

• Contract management, risk management, financial management, architecture
• Size of the project/program indicated in financial scope and the scope of the project organization
• Indication of the (quantity) of environmental aspects that influenced the projects
• Experience with switching between different function/abstraction levels within the project organization
• Experience as SPOC towards both client and contractor
• Experience with the construction process from the initiation phase up to and including transfer to management
• Experience with value streams, steering based on flowboard and project progress discussions
• Experience with so-called contract buffets and framework agreements
• Experience in collaboration with external management
