Implementation Manager
As an Implementation Manager, you play a crucial and strategic role within the Contract Lifecycle Management (CLM) section of a procurement center, part of a logistics command. You are the driving force behind the central implementation of complex (performance) contracts within a government organization. In this dynamic pivotal role, you also act as a strong advisor for various internal project groups responsible for large material and IT projects.
You explicitly advise them on the setup of logistical and technical maintenance processes, ensuring that the material remains optimally deployable throughout its entire lifecycle. You build bridges between different worlds and focus on strategically strengthening collaboration with suppliers, units, and partners. You are not afraid to speak your mind; as an advisor, you are steadfast, not easily influenced, and can convincingly defend your viewpoints.
Additionally, you provide coaching leadership and manage the personnel of the Contract Implementation cluster.
What you will do.
- Responsible for implementing complex (performance) contracts, including co-writing Programs of Requirements (PvE) for logistical setup and drafting transfer protocols.
- Ensures the complete setup of contracts in SAP and that work processes compliant with the contract are successfully embedded in the organization.
- Sharply assesses the implications and consequences of decisions for the desired future situation from an independent and advisory role.
- Frequently coordinates with all organizational units and external suppliers to bridge conflicting interests.
- Actively performs project management by monitoring project progress based on capacity, milestone, and financial planning, and reports on this to the section head.
- Directly manages the personnel assigned to the Contract Implementation cluster.
What they ask
- Relevant and obtained HBO diploma (higher professional education).
- Good knowledge of a government organization and the relationships between staff, logistics commands, and project organizations.
- Demonstrable experience with operational material logistics.
- Specific experience in chain logistics (supply chain / assortment management) and system logistics (maintenance / maintenance management).
- Broad theoretical knowledge of program and project management.
- Additional experience with PRINCE2 and Integrated Logistics Support (ILS) is highly desirable.
- Excellent networking skills; very strong in building and structurally maintaining an internal and external network.
- Persuasiveness and backbone; steadfast, independent as an advisor, and able to excellently argue complex decisions.
- Strongly analytical, communicatively skilled, cost-conscious, and results-oriented.
Practical
- A security screening (VGB) is part of the application process.
- Dutch nationality is necessary for civilian applicants.
- Providing a Certificate of Conduct (VOG) is a condition for appointment.
- A security screening and reference check may be part of the selection procedure (background check on criminal record and financial matters, averaging 8 weeks).
