Project Leader Care and Safety
The Youth Reform Agenda (HVA), the Strong Local Teams covenant, the Future Scenario Child and Family Protection, and the Working Safely Guideline require government organizations to achieve better, integral cooperation between care and safety domains. Regionally, processes are underway for the recalibration of governance and the transition of the Care and Safety House. These developments are relevant for the future organization of Care & Safety within a government organization.
In 2025, a self-assessment of the Working Safely Guideline was conducted, providing insight into the current situation and necessary development challenges. Further development is desirable to comply with national standards. Additionally, the current policy and implementation structure for Care & Safety has been mapped, including an analysis of policy priorities, preconditions, and consultation structures.
What you will do.
- Support the development of Strong Local Teams and follow up on the outcomes of the 'Working Safely Guideline' self-assessment
- Contribute to the further development of the Care & Safety policy areas based on the analysis performed
- Contribute to the Escalation Prevention Approach (AVE) within the organization
- Advise on and contribute to a local vision and assignment on Care and Safety
- Strengthen the signaling and discussion of the theme of insecurity within the central desk for youth, care, work
- Strengthen the knowledge, expertise, and mandate of the central desk
- Guide the further development of a 0-100 approach based on the Youth Reform Agenda and the development of 'Strong Local Teams'
- Provide direction for the further elaboration needed in the various policy areas
- Strengthen and establish consultation structures; at executive, administrative, and political levels
- Ensure existing work processes, work agreements, and consultation structures align with the Escalation Prevention Approach (AVE)
- Coordinate work processes, align work agreements, and set up consultations (0-100 year approach) that align with the Escalation Prevention Approach (AVE)
Profile
You will support the further development of integral cooperation between care and safety domains within a government organization.
What they ask
- Demonstrable completed education at a minimum of HBO bachelor level
- Minimum 5 years of demonstrable work experience in the past 8 years within the social and/or safety domain
- Minimum 3 years of demonstrable work experience in the role of project leader, program manager, and/or advisor within the social, care, and/or safety domain
- Demonstrable work experience with politically sensitive advising the board of a government organization
- Agreement with the stated secondment conditions
Wishes.
- Demonstrable work experience with implementation and change projects within a municipal organization
- Demonstrable work experience with connecting executive, policy, and administrative levels within an organization
- Demonstrable work experience within a small to medium-sized government organization with a rural or village core structure up to 40,000 inhabitants
