Policy Advisor Shelter and Integration

To ensure continuity within a team for shelter and integration, a highly experienced policy advisor is sought. This advisor will quickly take over the current portfolio, ensure continuity, and independently advance complex dossiers. The assignment takes place in a politically, administratively, and socially sensitive field. The policy advisor works on issues related to the reception, housing, integration, and participation of asylum seekers, status holders, Ukrainian displaced persons, and other new residents.

The advisor connects national and regional developments with the local tasks of a public organization and advises the board, management, and organization on direction, decision-making, and implementation. A heavyweight is sought who can bring overview and calm from the start, identify administrative risks early, and connect conflicting interests.

The policy advisor will take the lead on coherent dossiers, work intensively with internal teams and external partners, and deliver clear, actionable policy and decision-making proposals. Careful handover and quickly building a relevant network are important parts of the assignment.

What you do

  • Lead and further develop municipal policy for the reception, housing, integration, and participation of new residents.
  • Quickly grasp, prioritize, and independently advance ongoing complex and politically/administratively sensitive dossiers.
  • Provide strategic advice, both solicited and unsolicited, to the board, management, and organization, including preparing proposals for executive committees and councils, memos, and administrative consultations.
  • Translate national, European, regional, and local developments and relevant laws and regulations into consequences, scenarios, and concrete policy proposals.
  • Lead collaboration with partners such as the COA, province, regional municipalities, housing corporations, social organizations, and other chain partners.
  • Connect interests and dependencies between the social and physical domains, including housing, real estate, spatial development, economy, security, and communication.
  • Identify administrative and social risks, support issues, and potential escalations early, and develop courses of action.
  • Provide policy-level direction for projects and programs and ensure that decision-making, implementation, planning, and communication are aligned.
  • Represent the organization in regional and national consultations and actively build sustainable collaborative relationships.
  • Ensure careful handover, clear dossier formation, and knowledge transfer within the team and the organization.

What they ask

  • Minimum of a completed relevant HBO bachelor's degree.
  • Minimum of 5 years of demonstrable and recent work experience as a policy advisor within a municipality or other decentralized government in policy areas relevant to this assignment, such as asylum, reception, housing of status holders, and/or integration.
  • Demonstrable experience with strategic administrative advice on complex and politically/administratively sensitive dossiers, including drafting proposals for executive committees and/or councils.
  • Willingness to sign the integrity statement of the client after award.
  • Willingness to provide a valid VOG (Certificate of Conduct), risk areas 1, 4, and 8 (8 only for functions in the Social Domain), after award and before starting work.
  • Agreement with the stated secondment condition.

Preferences.

  • Demonstrable experience with regional cooperation and managing chain partners, such as COA, province, municipalities, housing corporations, and social organizations.
  • Up-to-date knowledge of relevant laws and regulations and national developments in the field of asylum, reception, housing of status holders, and integration.
  • Knowledge of the network within the region in the field of asylum, reception, housing of status holders, and integration.
