A government organization faces a significant task: redesigning and strengthening access to youth care and Wmo support. The goal is to build a future-proof local foundation where professionals and partners collaborate in a human-centered and efficient way on prevention, early detection, and appropriate support. Access to youth care and Wmo support has been provided by external district teams for the past 4 years.
The contract with these teams has been terminated, and from January 1, 2027, the organization itself will be responsible for access. A new team is being built for this purpose, and tasks have been gradually taken over since this summer. For the new Youth Care and Wmo Support Access Team, an experienced content manager is sought.
This manager will be responsible for the daily operational and content-related management of the new team, focusing on staff performance, collaboration, and the further development of the team and new working methods. There is close collaboration with the operational manager. The manager ensures that the team and its working methods are well embedded within the organization and its context, focusing on operations, process design, monitoring, and communication with stakeholders.
Together, they ensure that the team can function effectively and is supported to ensure continuity of care and support during the transition of tasks. The organization is working on a robust local team, where various parties collaborate intensively to provide coherent support to residents. The organization believes in the self-reliance of residents, a strong social base, and collective provisions, and actively works to reduce costs and ineffective care trajectories.
What you do
As a content manager, you are an important driver of this change and:
- Lead employees, coordinators, and behavioral scientists of the Access Team
- Bring calm, focus, clarity, and a safe environment where employees can learn and develop
- Translate the organization's vision and principles of Robust Local Teams into the daily actions of employees and new working methods
- Ensure clear roles, mandates, escalation routes
- Actively identify what is not working, take charge, and ensure that improvements are actually implemented
- Ensure that the operational manager gains sufficient content knowledge to eventually take over the team independently
During the assignment, you ensure that:
- The Access Team is sufficiently robust to perform its tasks sustainably
- The staffing, functions, and role distribution are appropriate and sufficient
- The knowledge, capacity, and expertise sufficiently align with the nature and complexity of the caseload in coordination with policy, the specialist team and contracted services in the region
What they ask
- Demonstrable knowledge and experience in youth care and Wmo support, and a vision on the reform and a robust local team in a municipal context
- Extensive experience in managing access, district, neighborhood, or care teams, setting up new teams, or developing teams and new working methods within the social domain
- Knowledge of the social domain and access work processes, and familiarity with the municipal implementation environment or care environment
- A manager who is clear, decisive, and results-oriented, and can lead and act under pressure
- Connecting and people-oriented, providing support and space for employees to take initiative, make mistakes, and learn from each other
- Enjoys collaborating and actively transfers knowledge to fellow managers
