Project Manager

BrusselsHybridHours negotiable>12months

A fast-growing technology company, focusing on Global Health, is implementing a program to strengthen immunization coverage in a specific province in the Democratic Republic of the Congo (DRC). The program aims for a durable reduction in the number of zero-dose children, targeting an increase of at least 10% in immunization coverage across health zones, covering approximately 2.3 million people and 80,000 births per year.

The program is carried out in close collaboration with the Ministry of Health — in particular the Expanded Programme on Immunization (EPI / PEV) — and its deconcentrated levels. The technology company provides the program's digital layer and its EPI (PEV) monitoring expertise: targeting, continuous activity monitoring, and payment verification are all built on digital platforms, drawing on tools such as QR-coded vaccination cards, geolocated sessions, and data integration with the national HMIS.

A local implementing partner is the program's operational arm, responsible for the effective delivery of activities through performance-based contracts.

What you do

Project management.

  • Act as a trusted advisor to clients and partners: identify their needs, shape the solution and vision and define short- and medium-term roadmaps.
  • Monitor the project from design to completion, including delivery of the final solution and capacity building.
  • Oversee project implementation and ensure it achieves its objectives, while managing budgets, donor reporting, and contractual obligations.
  • Navigate complex institutional and governance environments, engaging effectively with the implementing partner, ministries, subnational authorities, donors, and multiple stakeholders.
  • Ensure the quality of deliverables and reports in collaboration with technical leads.
  • Support the institutional anchoring of the project, in particular its integration into existing processes.
  • Use and update project management tools (JIRA and Odoo).

Technical interface.

  • Develop a strong understanding of the portfolio of technical solutions and of the program's digital layer in particular (geospatial targeting, IASO, DHIS2, OpenHEXA, QR-coded cards, GPS session tracking, etc.).
  • Participate in continuous analysis of clients’ needs and advise on solutions to be implemented.
  • Contribute to the analysis of monitoring data in order to reorient the operational strategy where needed.
  • Coordinate with the technical team throughout the project to ensure deliverables meet requirements.
  • Take part in functional testing and validation (e.g. UAT, checking configuration against specifications).

Additional responsibilities.

  • Participate in proposal development and the identification of new business opportunities.
  • Contribute to the continuous improvement and development of internal tools and methodologies.
  • Identify and implement strategies that ensure the long-term growth and sustainability of projects.
  • Adapt and take on other relevant project management responsibilities as the role evolves.

Profile

We are looking for an experienced project manager with a strong background in immunization and public health, ideally with knowledge of the health system in the Democratic Republic of the Congo. The ideal candidate is able to take an analytical view of the program's results, assessing whether the tools deployed are effectively improving immunization coverage. A good understanding of digital health tools, along with an interest in the technical and quantitative dimensions of the work, is also important for the role.

Required.

  • At least 8 years of relevant professional experience in digital project management, ideally in international development or global health.
  • Experience with immunization programs, ideally with the Expanded Programme on Immunization (EPI / PEV).
  • Proven experience managing medium-to-large, multi-partner projects in a multicultural environment.
  • Knowledge of the health system and Ministry of Health in the Democratic Republic of the Congo.
  • Excellent oral and written communication skills in French and English (C1 level minimum required in both languages).
  • Demonstrated analytical ability — comfortable interrogating monitoring data and results, and forming an independent, critical judgement on what is and isn't working.

Preferred.

  • Experience in team coordination and capacity strengthening.
  • Experience specifically with the EPI (PEV) in the Democratic Republic of the Congo, or in maternal and child health.
  • Experience with performance-based financing.
  • Knowledge of DHIS2 and health data management.
  • Familiarity with specific tools (e.g., IASO, OpenHEXA) and BI tools (Superset, Tableau, Power BI).
  • Familiarity with data collection tools (ODK, KoboToolbox).
  • Notions of programming and of software development processes.
  • Experience of collaboration in remote working settings.

Soft skills.

  • Political acumen and diplomacy, with the ability to navigate complex institutional environments.
  • Team-oriented, with strong analytical and interpersonal skills.
  • Clear and structured communication.
  • Ability to work autonomously; proactive and capable of multitasking.
  • Supportive of colleagues' needs and well-being.

Practical

  • Reports to the Project Management Lead and the DRC Country Lead, and works under the supervision of the relevant Practice Lead.
  • Leads a dedicated project team based in specific locations, made up of technical, administrative, and technical-assistant profiles.
  • Values: ownership, autonomy, flexibility, communication, and teamwork.
  • Offer: Work at the crossroads of global health, health financing, and technology on a large-scale program. Join a dynamic and diverse team committed to improving access to health and quality of care. Gain valuable first-hand experience in public health and immunization. Collaborate with a wide variety of actors. Flexible work hours and an international, dynamic, impact-oriented environment. Competitive salary and benefits.
