A government organization is looking for an experienced project leader to set up a professional warehouse and organize the unbundling of materials between different divisions. This is a strategic task aimed at ensuring business continuity, safety, compliance, and cost control. The assignment includes both a strategic-analytical phase and an implementation phase.
What you will do.
- Develop and compare multiple scenarios (do-it-yourself/outsource/hybrid) for the warehouse and logistics function.
- Prepare integrated business cases per scenario.
- Translate the guiding scenario into the setup, existence, and start of operations for the warehouse and logistics function.
- Responsible for Total Cost of Ownership (TCO) per scenario, risk analysis (safety, ADR/PGS15, AO/IB, compliance), location and facility research, governance, ownership, and management of the article database.
- Design processes (ordering, inventory management, spare parts, return flows, emergencies) and digital setup and functional management (inventory and article management).
- Advise management and support decision-making.
- Lead the practical implementation of the warehouse and logistics function after decision-making.
- Organize processes, roles, and responsibilities, establish governance, AO/IB, and compliance.
- Initiate operational activities (phased where necessary) and transfer to the line organization.
- Ensure a scalable, manageable, and future-proof warehouse setup.
Profile
- Close collaboration with departments such as Finance, Control & Purchasing, Asset Management, Operations & Maintenance, Water Tasks, Research and Advice.
- Involve stakeholders through working groups and sounding boards.
What they ask
- Minimum of an HBO bachelor's degree.
- Minimum of 5 years of demonstrable experience as a project leader in the past 10 years.
- Minimum of 5 years of demonstrable municipal or government experience in the past 10 years.
- Driving license B.
- Excellent command of the Dutch language, both written and spoken.
Preferences.
- Minimum of 3 years of recent experience with projects in warehouses and logistics processes.
- Knowledge of underground infrastructure.
- Knowledge of working with project teams in a municipal or government organization.
