What you will do. As a Planning & Control Advisor, you play a key role in the financial steering of a governmental organization. You take the lead in the planning and control cycle and are responsible for the quality, coherence, and administrative usability of products such as the budget, framework note, budget amendments, and annual accounts. Within the Planning & Control team, you fulfill a supporting role.
As a financial professional, you quickly grasp complex issues, create an overview in an environment where diverse interests converge, and have a feel for political-administrative relations. Behind every investment, policy choice, or administrative consideration, you see the societal impact. This enables you to not only interpret financial developments but also to place them in a broader context. You advise deputies and management directly on this. You are more than a process manager.
Thanks to your in-depth knowledge of public finance, the planning and control cycle, and the Budget and Accountability Decree (BBV), you look beyond individual budgets, programs, or policy areas. You oversee financial developments at the organizational level, connect various organizational tasks, and clearly identify financial risks, opportunities, and considerations. From your role, you have insight into almost all policy areas of the organization.
You translate complex financial analyses into clear advice and decision-making information and advise management and the board on financial issues related to housing, accessibility, nature, economy, and energy transition, among others. In this role, you combine substantive seniority with a strong sense of political-administrative relations. You work closely with corporate control, financial advisors, policy domains and teams, and management. In this role, you will be involved in, among other things:
- Coordinating the budget, framework note, budget amendments, and annual accounts
- Monitoring the quality, coherence, and substantive financial substantiation of planning and control products
- Advising on organization-wide financial issues, risks
- Translating complex financial analyses into clear decision-making information
- Contributing to the further development of the planning and control function
Profile
You are an experienced financial professional who quickly grasps complex issues and easily switches between detail and main lines. You see connections between financial developments, societal challenges, and administrative choices. You work carefully and collaboratively, and you know how to bring different interests together to form clear financial advice. Thanks to your substantive expertise, you are a valued sparring partner for colleagues, management, and the board. In addition, you bring the following:
- University-level work and thinking in a financial-economic direction combined with at least 5 years of experience as a coordinator or P&C advisor at a governmental organization or a large municipality
- In-depth knowledge of public finance, the Budget and Accountability Decree, and the planning and control cycle
- Experience advising management and the board within a political-administrative environment
