Subsidies Advisor

You play an important role in the development, implementation, and safeguarding of subsidy policy and processes within a public organization.
- You are (co-)responsible for setting up, optimizing, and safeguarding the subsidy process.
- You work closely with the subsidy coordinator of the Subsidies Service Point (SSP), policy officers, financial specialists, legal advisors, management, and board members.
- You ensure transparent, lawful, and effective use of public funds.
- You advise on subsidy policy, subsidy schemes, and related issues, and ensure uniform application of laws and regulations.
- You actively contribute to the further development of the Subsidies Service Point (SSP) as a central knowledge, advice, and expertise center for subsidies.
What you do
- Advising policy departments, management, and the board on subsidy policy, subsidy law, and subsidy opportunities.
- Translating established subsidy policy into executable processes, work instructions, formats, decision models, and subsidy schemes.
- Guiding and advising policy officers in developing, updating, and implementing subsidy schemes.
- Reviewing subsidy proposals, budget subsidies, and incidental subsidies against policy, financial, and legal frameworks.
- Developing, updating, and managing formats, templates, and standard texts for subsidy decisions, subsidy schemes, accountability, and policy advice.
- Advising on the application of decision models for subsidy schemes, budget subsidies, and incidental subsidies.
- Coordinating with the Legal department on the application of laws and regulations, legal risks, and the updating of subsidy instruments.
- Identifying developments within subsidy, administrative, and financial law and translating them into practice.
- Identifying and managing risks in terms of legality, efficiency, and feasibility of subsidies.
- Optimizing subsidy processes, internal working methods, and quality instruments within the Subsidies Service Point.
- Acting as a sparring partner for colleagues, management, the board, and external partners.
What they ask
- Demonstrable completed education at a minimum of HBO bachelor level.
- Minimum of 5 years of demonstrable work experience with subsidy granting, subsidy policy, or subsidy management at a public organization.
- Minimum of 1 year of demonstrable work experience with setting up or further developing a central subsidy point or similar organization-wide service.
Preferences.
- Demonstrable completed education at a minimum of HBO bachelor level in Public Administration, Law, Business Administration, or Public Management.
- Minimum of 5 years of demonstrable work experience with developing, implementing, and improving subsidy processes and subsidy schemes.
- Minimum of 1 year of demonstrable work experience with guiding and advising policy officers.
- Demonstrable knowledge of and relevant work experience with relevant laws and regulations, including the General Administrative Law Act and municipal subsidy ordinances.
- Demonstrable work experience with advising in an administratively and politically sensitive environment.
