Integrated Permit Officer

This temporary assignment involves a role as an Environmental Permit Officer, necessitated by peak workloads. The objective is to ensure service continuity and manage the workload effectively. The focus is on independently processing permit applications and spatial initiatives within the physical domain. The permit officer will manage their own caseload, ensuring applications are handled promptly, carefully, and within legal frameworks.

What you will do.

  • Guide permit applications and initiative plans from intake to decision.
  • Assess applications against the Environmental Act, the Decree on Buildings and the Living Environment (Bbl), and other relevant laws and regulations.
  • Coordinate with internal and external advisors and incorporate their advice into an integrated assessment.
  • Draft decisions, advice, and other legal documents.
  • Monitor legal deadlines and processing times.
  • Maintain contacts with initiators, colleagues, and chain partners.
  • Contribute to careful, customer-oriented, and solution-oriented service delivery.

Profile

  • Experienced permit officer, quickly deployable independently within a municipal organization.
  • Knowledge of permit granting under the Environmental Act to immediately handle dossiers.
  • Thinks in possibilities, weighs different interests well, and can clearly explain complex issues.
  • Works systematically, maintains an overview of multiple dossiers, and feels comfortable in a political-administrative environment.
  • Independent, proactive, and results-oriented work attitude.

What they ask

  • Completed higher professional education (HBO) degree (e.g., in Urban Planning, Law, Public Administration, or Civil Engineering).
  • Recent experience with the Environmental Act.
  • Demonstrable knowledge of the Decree on Buildings and the Living Environment (Bbl).
  • Experience as a permit officer or Environmental Act Case Manager.
  • Experience in drafting decisions and/or legal rulings.
  • Holds an ABW 1 diploma.

Preferences.

  • Experience in the past 5 years as a Permit Officer or Environmental Act Case Manager.
  • Experience working within a municipal organization.
  • Holds an ABW 2 diploma.
  • Experience with permit granting under the Environmental Act and the Bbl.
  • Excellent communication skills and ability to communicate at various levels.
  • Political and administrative sensitivity.
  • Experience in guiding spatial initiatives and preliminary consultations with initiators.
  • Experience in coordinating advice from different disciplines and reaching an integrated assessment.
