New Construction Program Manager
A public educational institution is looking for an experienced program manager for the temporary fulfillment of the new construction program manager position. You will immediately take charge and advance two complex new construction projects with speed, focus, and administrative acumen. This is explicitly not a management assignment; active steering and decisiveness are required.
The program manager must quickly create an overview, set priorities, discuss and resolve bottlenecks, and address involved internal and external parties regarding agreements made.
What you will do.
- Take over responsibility from the departing program manager and ensure continuity, progress, and administrative control.
- Actively steer planning, critical milestones, remaining risks and issues, finances, quality, and compliance with contractual agreements.
- Organize decision-making on deviations and ensure decisions are actually implemented.
- Collaborate with contracted parties and hold them accountable for agreements.
- Prepare for delivery, commissioning, and transfer to the user.
- Bring the project to a successful completion in a controlled manner and without loss of pace.
- Steer progress and milestones, scope and agreed principles, budget and financial feasibility, quality of the design.
- Timely preparation and decision-making, management of changes, risks, dependencies, and escalations.
- Strengthen collaboration and the culture of accountability within the project teams.
- Ensure a smooth handover to the future permanent program manager.
What they ask
- Minimum of a completed HBO/WO (higher professional education/university) degree in architectural engineering or similar.
- Minimum of 10 years of demonstrable work experience with both the design and realization phases of construction projects, including managing multidisciplinary internal project teams and external design, consulting, and executing parties.
- Demonstrable work experience as a program manager, project director, or senior project manager with ultimate responsibility for large-scale real estate projects, consisting of a combination of office and laboratory environments.
- Demonstrable experience with steering on planning, finances, risks, scope, and quality, and successfully bringing a complex office/lab building from Preliminary Design (VO) to actual delivery.
- Demonstrable experience managing complex construction projects under various contract and collaboration forms, including both traditional contract forms and design-build team constructions.
- Experience from the client side with contractual relationships, responsibilities, and collaboration with design, consulting, and executing parties.
- Demonstrable experience with administrative and organizational decision-making surrounding large-scale investment projects within a public organization.
- Excellent command of the Dutch language, both written and spoken.
