As a Project Leader Social Housing Program, you will work on a substantively and strategically important assignment within a government organization. This role combines social housing, process guidance, and the integration of spatial and social policy. You will draw up a social housing program that further guides housing policy. The program must be broadly supported and align with existing national and municipal policies, regional agreements, and current developments.
You will navigate smoothly between content, organization, stakeholders, and management. You will deliver a visible result that will be ready for administrative approval by the summer of 2027 at the latest.
What you will do.
- Elaborate parts of the program and ensure a coherent and readable document for administrators and partners, including a DSO version.
- Organize and guide the internal process and shape a participation process with external stakeholders.
- Ensure a transparent process, including planning and progress monitoring.
- Establish connections with relevant policy frameworks and trajectories, including the environmental vision, the residential care vision + addendum, equalization fund, regional agreements from the housing deal, and ongoing housing construction projects.
- Act as a sparring partner in drawing up the social housing program, where substantive choices (both official and administrative) are made.

You work integrally and quickly identify various interests. You translate these concretely into the social housing program, in collaboration with colleagues and management. You are a good and fluent writer.
What they ask
- At least a relevant and completed HBO (higher professional education) degree.
- Minimum of 3 years of demonstrable work experience in the past 5 years in the field of housing/social housing within a government organization.
Preferences.
- Experience with 1 or more government organizations, preferably in the region.
- More than 5 years of experience as a project leader, within the past 10 years.
- Demonstrable work experience with drawing up at least two housing visions, housing programs, and/or social housing programs. Please indicate your work experience in this regard.
- Experience with process guidance and collaboration with stakeholders, including housing corporations, developers/initiators, and social organizations.
- Experience in leading strategic, integral projects. Please provide 2 examples.
- The candidate is able to work independently, with little guidance, in a complex environment.
