A government organization is working on the further development of an area development. This assignment focuses on leading the process for an environmental program and environmental plan for a specific sub-area, which forms an important link between a residential area and surrounding nature and recreation areas. The area vision for this sub-area was established in 2020 and forms the basis for further development and its translation into a new environmental plan.
The sub-area will be developed into a high-quality nature and recreation area, with attention to nature, landscape, recreation, heritage, and drinking water extraction, among other things. The goal is to realize a careful and politically supported process for the establishment of the environmental program and modification of the environmental plan.
What you do
- Leads the integral and strategic process management for the establishment of the environmental program and environmental plan, within the frameworks of the established area vision.
- Organizes the procurement and selection of a consultancy firm and directs the execution of the assignment.
- Monitors planning, progress, budget, risks, and dependencies within the project.
- Organizes, together with the environmental manager, the process to make the existing situation compatible or incompatible with the environmental program.
- Brings together different interests and perspectives and ensures a thorough participation process with the environmental manager.
- Prepares decision-making and advises management, college, and municipal council on progress, choices, risks, and points of attention.
- Identifies bottlenecks and develops solutions.
- Ensures a good connection between the environmental program, the environmental plan, and the broader area development.
- Monitors the coherence between substantive choices, administrative principles, and the process towards adoption.
- Works closely with the municipal planner and legal expert for the legal and substantive elaboration and quality of the environmental program and environmental plan.
- Coordinates intensively with the area manager and environmental manager on the positioning of the existing situation within the new environmental program.
- Is responsible for integral process management and coordination between the various disciplines and involved parties.

Preferences.
- Demonstrably completed HBO education in spatial planning, planology, administrative law, environmental law, social geography, technical business administration, or a comparable education relevant to the spatial-physical domain and the physical living environment.
- Minimum 3 years demonstrable work experience in the past 7 years as a project leader or project manager within a municipal organization.
- Minimum 5 years demonstrable work experience with drafting, developing, and updating policy within the spatial domain, where knowledge and application of relevant laws and regulations were an essential part.
- Demonstrable work experience in the past 3 years with the Environmental Act (Omgevingswet).
- Demonstrable work experience in the past 5 years with project or process management in at least one complex spatial project involving multiple internal and external stakeholders.
