- As a VTH policy advisor, you collaborate with colleagues on the implementation of the tasks of a water management organization.
- You annually draw up the legally required and board-requested Supervision and Enforcement Implementation Program (THUP).
- You ensure a risk-driven and integrated approach to supervision and enforcement, fitting the needs of substantive programs and aligning with the enforcement strategies of partners.
- You shape and define the enforcement task within the Environmental Act.
- You work on policy and quality criteria in the field of Permitting, Supervision, and Enforcement (VTH).
- You work on improving the VTH process.
- All of this is done in close consultation with direct colleagues from the team, the process owner, and other stakeholders.
- Contacts with administrators and other organizations, including other water management organizations, are part of this role.
What you do
- You annually draw up the THUP (Supervision and Enforcement Implementation Program) and an annual report.
- You ensure a risk-driven and integrated approach to supervision and enforcement.
- You seek improvements in the VTH process.
- You draw up policy documents and contribute to policy documents from others where enforcement plays a role.
- You inventory and analyze developments and relevant research, assess their importance, and translate them into enforcement policy.
- You draw up notes, reports, policy memorandums, and advice.
- You participate in internal and external working groups on policy development and coordination.
- You contribute to policy evaluation and advise on policy adjustments.
- You participate in consultations with (regional) representatives of other governments on the coordination of policy implementation.
- You translate established policy into regulations, guidelines, and management instruments.
- You provide key data for budget monitoring, budgeting, and multi-year estimates, draw up explanations for the budget, and contribute to management reports.
- You inform third parties about the policy pursued by the water management organization, implementation projects, or execution.
What they ask
- Completed HBO (higher professional education) with relevant work experience.
- Knowledge and experience with supervision, enforcement, and relevant laws/regulations, such as the Environmental Act, the Decree on Environmental Activities (BAL), the Soil Quality Decree, and the Water Board Ordinance.
- Insight into administrative relations, decision-making processes, political and social sensitivities, and the ability to handle them effectively.
- Proficient in analyzing (policy) developments and drafting policy memorandums, advice, and reports.
- Capacity to translate national and regional developments into the context of a water management organization.
- Organizational and coordinating skills.
- Proactive attitude and the ability to set priorities.
