Project Leader Stakeholders
You ensure that partners, employees, management, board, and politicians are involved in a timely, unambiguous, and appropriate manner in the transition to a different approach to homelessness. You connect strategic goals to concrete actions and communication tools. In doing so, you strengthen sustainable collaboration in a broad network including housing corporations, care providers, neighborhood partners, municipal services, social organizations, and regional municipalities.
You work closely with program management, the communication advisor, the project team, and the process owners of the organizational change within a public sector organization.
What you do
- Direct network and collaboration: You strengthen and maintain the stakeholder network around a specific program. You organize collaboration, including through the communication working group, keep partners engaged, and identify bottlenecks. You translate signals and diverse interests into concrete improvement actions and workable agreements.
- Strengthen positioning and strategic visibility: In consultation with program management, you direct the positioning towards the board, politicians, partners, and the public. You develop appealing core messages and stories and utilize strategic moments, including network meetings, to make the approach visible.
- Translate strategy into resources and implementation: Together with the communication advisor, you develop and monitor an integrated internal and external communication and network strategy. You coordinate the realization of web and intranet content, newsletters, presentations, Q&As, information packages, visual aids, and materials for managers and network partners, among other things.
- Communicatively guide organizational change: You advise on stakeholder impact, communication risks, and support, and translate choices and scenarios into understandable messages. You ensure that employees and partners understand what is changing, why it is happening, and how this contributes to the program.
- Organize meetings and conference contributions: You prepare regional network meetings, stakeholder dialogues, and sounding boards, and ensure appropriate content and resources.
- Monitor and adjust results: You monitor the planning, coherence, reach, understanding, and effect of communication activities. You report on progress, identify risks, and adjust the strategy and implementation when necessary.

You are an experienced project leader and strategic communication professional who easily switches between strategy and implementation. You have a good sense of administrative and organizational relationships, maintain an overview in a complex environment, and know how to connect people with different interests. You work independently and systematically but actively seek collaboration to achieve supported results. You combine strong network direction with change management and communication expertise.
You are visible, approachable, and convincing, without losing sight of the interests and sensitivities in the chain. You also bring calm and structure, make complex issues understandable, and convert resistance into engagement and a course of action. You are connecting and network-sensitive, you build sustainable relationships and connect interests at administrative, management, and executive levels. You oversee complex social and administrative issues and connect long-term goals to concrete results.
You write and present clearly, convincingly, and target-group-oriented, even on complex or sensitive topics. You set priorities, monitor deadlines, drive progress, and take ownership of the implementation. You are proactive and environmentally aware, and you are skilled in translating complex social, policy, and organizational issues into core messages, communication plans, and concrete resources.
What they ask
- Minimum of a completed university (WO) education.
- Minimum of 8 years of work experience as a project leader and/or communication advisor, gained in the past 12 years.
- Work experience with stakeholder management in a network with municipalities, care organizations, housing corporations, and/or social partners.
- Work experience at a public sector organization with more than 250,000 inhabitants.
- Work experience with the issue of homelessness, gained in the past 2 years.
- Work experience with developing websites, intranet messages, newsletters, presentations, and social media posts.
- Work experience with the communication of at least 1 organizational change.
Preferences.
- Knowledge of change management processes, participation, and support development, as evidenced by work experience in the CV.
- Work experience with the implementation of a program focused on homelessness.
- Work experience with developing and implementing communication and stakeholder strategies.
- Work experience with organizing network meetings, stakeholder dialogues, workshops, and/or conferences.
- Work experience with the substantive and organizational coordination of a large conference, administrative visit, workshop, or other event with multiple partners.
