• Implement the improvement plan for early warning after legal evaluation, increase reach, prevent dropout, and keep the Early Warning Guideline up-to-date.
• Support municipalities in introducing social collection, further develop the guideline, and connect with the collaboration program.
• Strengthen, standardize, and make elements of basic debt counseling services more accessible via guidelines, model policy rules, step-by-step plans, and work instructions, with an emphasis on warm referrals and financial guidance.
• Stimulate municipal connection to the national pause and registration button, bring in the municipal perspective in core and working groups, and serve as a point of contact.
• Improve the safeguarding of the attachment-free foot in forced income collection, update the guideline, and represent municipalities in the third-party attachment chain.
• Be a point of contact, driver, and facilitator for the combined tax assessment and frontrunners in other collection domains.
• Prevent accumulation of attachments and rising costs by making overlap visible to all attachers.

You work closely with colleagues and partners, including communication, legal advisors, and program management. Your role is tactical and implementation-oriented. You combine substantive knowledge of the debt domain with a sharp understanding of how municipal execution truly works. To maintain focus, you draw up a work plan with the program manager quarterly or semi-annually, including a limited number of concrete product and implementation goals. The distribution of dossiers within the team is determined jointly.

• streamlining the third-party attachment chain.
• Minimum 3 years demonstrable work experience with implementation, improvement, or change projects within or for municipalities in the debt domain, gained in the last 6 years.
• Minimum 2 assignments mentioned in the CV at or for municipalities where the candidate was responsible for delivering a substantive support product (guideline, manual, working method, checklist, or similar). For each assignment, client, period, and delivered product must be stated in the CV.

Preferences.

• Describe the most extensive implementation, improvement, or change project within the debt domain for which the candidate was demonstrably responsible, including the breadth and complexity of the project and the size of the organization.
• Indicate the number of years of demonstrable work experience the candidate has within a municipality or a municipal implementation organization, in a function in the field of debt counseling, early warning, or collection. Advisory or interim work from an agency does not count here.
• Indicate which supra-municipal or national support products within the debt domain the candidate has demonstrably developed, such as guidelines, manuals, model work processes, process maps, normative frameworks, or implementation guidelines.
