A collaboration of several municipalities is working on the implementation of specialized youth care. A new youth system will come into effect on January 1, 2027. The regional frameworks, contractual agreements, and administrative principles have been established. The upcoming period is dedicated to the joint implementation of this new system.
For this implementation phase, an independently operating contractor is sought who, within the agreed frameworks and deadlines, will deliver concrete implementation products and demonstrable results for the successful introduction of the new youth system. The assignment is results-oriented and involves independently developing implementation issues and delivering concrete, usable, and transferable implementation products necessary for the setup and operation of the new youth care landscape.
The contractor independently determines the approach, working method, planning, and deployment of resources needed to achieve these results. The contractor is responsible for the timely and complete realization of the agreed results within one or more implementation lines of the regional implementation program, with an emphasis on the setup of the primary process. The client assesses the assignment based on the agreed results, quality requirements, and deadlines, not on how the contractor performs the work.
What you will do.
- Realize concrete implementation products and demonstrable results for the setup and operation of the regional youth care landscape
- Responsible for the timely and complete realization of agreed results within one or more implementation lines, with an emphasis on the setup of the primary process
- Independently determine the approach, working method, planning, and deployment of resources
- Organize coordination, workshops, or meetings necessary for achieving the assignment results
- Participate in project or working groups only if this directly contributes to an agreed result
- Inform the client about progress, risks, dependencies, and necessary decision points
- Provide a concise monthly results report to the implementation manager on realized products, results yet to be delivered, risks, and necessary decision points
Deliverables.
- A detailed and executable project plan for the assigned implementation line(s), including results, planning, dependencies, risks, and necessary decision points
- Timely delivered implementation products, working agreements, work instructions, notes, proposals
- An up-to-date progress and risk overview, including concrete solution proposals for identified bottlenecks and dependencies
- Established regional work and collaboration agreements with relevant chain partners
- Decision-ready analyses, advice, and proposals to support substantive and administrative decision-making
- Demonstrable coherence between the delivered products and other implementation activities within the program
- Written, concrete, and actionable advice for timely implementation
- Written and available collaboration agreements for application
- An updated progress and risk overview, including solution proposals and remaining decision points

What they ask
- Completed HBO (higher professional education) degree
- Minimum three years of experience with project-based work within complex change, implementation, or development assignments, at least in the role of project leader
- Experience functioning in a political-administrative environment
- Minimum three years of experience with independently drafting implementation products, working agreements, work instructions, and improvement proposals
- Minimum three years of experience collaborating in multidisciplinary project groups, working groups
- Work experience in the social domain
- Knowledge of regional collaboration between municipalities and developments within youth care
Preferences.
- Preferably more than 3 years of experience in youth care
