Monitoring, Evaluation & Learning (MEAL) Officer

As a MEAL Officer, you ensure that programs are effectively tracked using data and that lessons are learned from the results. You will primarily work for a psychosocial support program and also support a child participation program and other programs with MEAL activities.

Monitoring & evaluation.

• You collect and analyze quantitative data (surveys, observations) and qualitative data (interviews, group sessions).
• Where necessary, you adapt existing measurement instruments.
• You present the results and organize learning sessions with the program team for quality purposes and further program development of the program.
• You support donor reporting.

App management.

• You ensure that supervisors register correctly and actively contribute to improvements.
• You support new users in using the app and ensure consistent registration.
• You are the point of contact for external developers, reporting errors and contributing to app improvements.
• You coordinate the testing of new functionalities, together with developers.
• You monitor results via dashboards and create analyses at the request of the program team.

Administration.

• You manage documentation in a collaboration platform.
• You support the administration of costs for monitoring, evaluation, and learning.

Support for other programs.

• You monitor progress and collect, assess, and analyze partner data.
• You report according to donor requirements.
• You support with MEAL-related questions within projects.
• You prepare and lead MEAL work and learning sessions.
• You develop and review logframes.
• You support in writing project proposals and ensure coherence between the proposal, logframe, and indicators.
• You write MEAL plans and learning agendas for new projects.

• You are enthusiastic, eager to learn, and not afraid of new ways of working.
• You maintain an overview, even with multiple tasks simultaneously.
• You work easily with digital tools and data, both quantitative and qualitative.
• You are analytically strong, communicatively skilled, and a team player.

Education & Experience.

• A completed HBO or WO education, for example, development studies or social sciences.
• Experience with monitoring and evaluation.
• Knowledge and experience with developing and adapting measurement instruments and with quantitative data analysis.
• Knowledge of statistics and qualitative data analysis is a plus.
• Knowledge and experience with software development and working with digital tools.
• Excellent command of English; sufficient Dutch for reading, writing, and communication.
