Business developer portfolio manager
A professional is sought for a European subsidy program to set up and manage a portfolio of software components. The program focuses on the procurement and implementation of generative AI applications and/or components, in collaboration with various European countries. A national project organization coordinates the Dutch contribution, supported by specialized external expertise.
The goal is to make validated sovereign and open-source GenAI solutions operationally available in municipal environments and to replicate them. This covers three municipal domains: legislation (environmental law and permit issuance), spatial/urban planning, and municipal chatbots. The chosen components are procured, validated through pilots, then implemented and integrated.
For each application, impact, ethical and social algorithm risk assessments (FRAIA) and data protection impact assessments (DPIAs) will be drawn up. The professional establishes the assessment frameworks, performs the agreed assessments, and reports on the outcomes. A distinctive feature is the European perspective and the continuous connection between European program requirements, national policy frameworks, and operational realization.

Profile
The role requires knowledge of GenAI applications, the AI market, and international collaboration within a program involving various governmental stakeholders.
- Track record in timely delivery of valuable results
- Practical skills, tools, and platforms: experience with at least a few commonly used GenAI platforms (e.g., generic AI platforms) and with API integrations
- Data and documentation skills: requirements engineering, use-case documentation, test plans
- Experience with use cases in the public sector
- Demonstrable experience with effective collaboration in international multidisciplinary environments
- Experience participating in programs where market parties actively contribute to the development and implementation of solutions and where development and implementation are done in collaboration with market parties via a procurement call

- Demonstrable experience with innovative projects or data-driven digital solutions within the public sector
- Familiar with AI policy and developments in a national and European context, including the AI Act, generative AI, digital sovereignty, and European data ecosystems
- Relevant experience with multidisciplinary collaboration in international programs with multiple governments and partners
- Experience in the municipal domain is a plus
