- Translate national and regional targets into local implementation scenarios.
- Guide the research, realization, and further development of reception locations.
- Prepare and guide decision-making by the executive board and council.
- Take lead on participation, communication, and environmental management.
- Collaborate with relevant external parties such as housing corporations and provincial authorities.
- Manage progress, risks, capacity, and finances.

- Demonstrable higher professional education (hbo+) or university (wo) working and thinking level.
- Minimum 5 years of recent experience as a program manager or senior project manager within a governmental organization.
- Demonstrable experience with shelter, housing, or specific target groups.
- Experience with integral program management within both the social and spatial domains.
- Insight into the spatial aspects of these challenges and strong stakeholder management.
- Experience with relevant legislation and cooperation partners is a plus, as is experience with participation in sensitive dossiers.
