Cluster Head International Relations

A government organization operates in an increasingly international and complex policy environment. The International Relations department connects policy arenas with the Netherlands and the organization, ensuring timely insight into developments and the ability to influence feasible policies regarding safety, sustainability, and legal certainty around mobility.

What you do

  • Functional management and coordination of the International Coordination and Cooperation (ICS) cluster.
  • Ensuring coherence between European and international dossiers and close cooperation with the Vehicle Regulation Development (OVR) cluster.
  • Structuring work organization, achieving clear prioritization, and steering towards ownership and concrete results.
  • Strengthening cooperation between ICS and OVR.
  • Coordinating complex strategic dossiers and the relationship with European umbrella organizations.
  • As a member of the MT, contributing to the strategic agenda of the department.
  • Providing input on organization-wide processes and contributing to the positioning of the department within the organization.
  • Identifying and addressing relevant national and international developments and ensuring follow-up within the organization.
  • Steering towards coherence between various European themes and preventing fragmentation within the organization.
  • Being part of the MT and providing input on the strategic agenda of the department, on organization-wide processes, and contributing to the positioning of the department.
  • Together with the team, identifying and addressing relevant national and international developments and organizing their placement within the organization.
  • Steering towards coherence between various European themes and preventing fragmentation of topics within the organization.
  • Addressing complex strategic dossiers and coordinating the relationship with the European umbrella organization Ereg/EUCARIS.

What they ask

  • Minimum of 4 years demonstrable work experience as a cluster head or coordinating policy officer at a government organization.
  • Demonstrable work experience as a coordinator in the field of safety, sustainability, and mobility, and experience with European legislative processes.
  • Agreement with the stated secondment conditions.

Preferences.

  • A demonstrable completed education at a minimum of university level in International Relations or Public Administration.
  • Minimum of 5 years demonstrable work experience as a coordinating policy officer at a government organization.
  • Minimum of 3 years demonstrable work experience with strategic dossiers within an environment where various administrative, policy, and implementation interests converge.
  • Demonstrable work experience with European processes and policy influencing.

Practical

  • The International Relations department has approximately 20 colleagues, 6 of whom work in the ICS cluster.
  • You, along with the head of the department and the team manager of another cluster, form the department's management team.
  • The activities are an integral part of regular operations and are performed within the existing organizational structure.
  • The employee is part of the team, participates in internal meetings, and works under the daily guidance of the responsible manager.
  • Priorities, activities, and desired results are determined by the organization.
  • Due to the importance of continuity, knowledge retention, and close cooperation with internal stakeholders, this is a structural role within the team that requires full integration into the organization.
