Societal resilience is a relatively new but rapidly growing theme within government organizations. Developments such as prolonged power outages, cyber incidents, failure of vital facilities, social disruption, and other crisis and disruption situations require an organization that is prepared for long-term impact on residents, businesses, and the municipal organization. The organization will soon have a quick scan on societal resilience, outlining the current situation, vulnerabilities, and priorities.
The assignment focuses on following up, elaborating, and securing the outcomes of this quick scan. The candidate will play a driving and leading role and act as a content advisor to management, the mayor, and involved stakeholders. In addition to societal resilience, it is expected that the candidate, if there is scope within the assignment, will provide support for other issues within the Public Order and Safety (OOV) team.
What you do
- Guide the first phase of the implementation of the societal resilience program
- Analyze and translate the results of the societal resilience quick scan into concrete actions and priorities
- Draft an integral project plan and implementation agenda for societal resilience
- Set up an appropriate project structure and governance
- Bring together involved internal disciplines and establish a project group
- Organize and secure ownership and responsibilities within the organization
- Organize collaboration with internal and external partners
- Advise management, executive board, and the mayor on developments, risks
- Prepare administrative notes, proposals, and budget proposals
- Make opportunities, risks, and dependencies transparent and report on them
- Address other OOV projects and safety issues where necessary
- Execute OOV-related tasks in the field of societal resilience (e.g., emergency support points, contact with neighborhood associations, exercises, etc.)

- You follow up, elaborate on, and secure the outcomes of a societal resilience quick scan.
- You set up an integral societal resilience program, organize collaboration within the organization, and guide the first phase of implementation.
- You fulfill a driving and leading role and act as a content advisor to management, the mayor, and involved stakeholders.
- If there is scope within the assignment, you provide support for other issues within the OOV team.

- A demonstrable completed education at a minimum of HBO bachelor level
- Minimum of 5 years demonstrable work experience within a government organization in the field of Public Order and Safety
- Minimum of 3 years demonstrable experience as a project leader, program manager, or advisor within the safety domain
- Demonstrable work experience with setting up and guiding organization-wide and/or cross-domain projects
- Demonstrable work experience with advising within a political-administrative environment
- Demonstrable work experience with crisis management, crisis preparedness, or municipal safety issues
Preferences.
- Demonstrable work experience with societal resilience, crisis management, or resilience issues
- Demonstrable work experience with project or program leadership of integral organization-wide assignments
- Demonstrable work experience with administrative advising and drafting administrative products
- Demonstrable work experience and knowledge of the VNG guideline on Resilience and Robustness and/or similar trajectories
