Team Manager Information Services
A government organization is outsourcing part of its IV/ICT services to suppliers and building a management organization. The organization is working towards a structure with Information Advisory and Information Services teams. The transition to management is a single transition involving four simultaneous and intertwined movements: organization and people, sourcing and management, manageable service delivery, and internal control. Two interim team managers are overseeing this transition.
Your primary assignment focuses on the continuity and further development of operational service delivery towards the intended management organization. The Information Services team includes the following clusters, all of which must undergo development:
- Functional management
- Information management
- Technical management
The domain has embraced service-oriented thinking, based on the 3-layer model for public services. The organization aims to demonstrably bring business operations under control, with a focus on social value creation and fostering collaboration. Processes are set up based on the Universal Servicemanagement (USM) process model. Within an internal service optimization project, the shift has begun from managing individual tasks to managing services and processes. You will continue this movement:
- WHAT: further explicating and making services manageable: for whom, with what agreements and responsibilities, and what is being managed
- HOW: the developed common process methods are applied in daily service delivery, not redesigned
- WITH WHAT: people, competencies, applications, assets, and facilities are manageably linked to services, with assigned ownership, management, and change routes
Collaboration. Matters that still need to be definitively assigned, such as contract and supplier management, service management, and process ownership, will be prepared with the Information Advisory team manager for decision-making and implemented after the decision.
What You Will Do.
- Translate the outcomes of strategic personnel planning into the team's structure, staffing, and development, in accordance with decision-making
- Ensure the continuity of IM services during ongoing and planned sourcing trajectories
- Make operational performance of suppliers visible and monitor it according to established agreements, ensuring that deviations demonstrably lead to adjustments and escalation
- Implement the budget structure for operations in accordance with decision-making
- Establish and operationalize mandates and escalation for your own area of responsibility
- Set up responsibilities, agreements, controls, and management information in such a way that the functioning of management and delivery is demonstrable
- Further explicate and make services manageable: for whom, with what agreements and responsibilities, and what is being managed
- Apply the developed common process methods in daily service delivery, not redesign them
- Manageably link people, competencies, applications, assets, and facilities to services, with assigned ownership, management, and change routes
- Prepare with the Information Advisory team manager matters that still need to be definitively assigned, such as contract and supplier management, service management, and process ownership, for decision-making and implement them after the decision
