Spatial Planning Initiative Manager

LimburgHybrid34 hours/week<3months

Your work begins even before an application is submitted. As a spatial planning initiative manager at a government organization, you assess whether a plan is desirable for the city, carefully weigh the various interests, and guide initiatives based on a 'yes, provided that' approach. In this way, you directly contribute to the biggest challenge: realizing new homes.

What you will do.

  • Each month, 30 to 40 initiatives are received.
  • For each initiative, you first assess if the plan fits, then you test its global feasibility.
  • You work at an abstract level, without delving into all the details.
  • Once all checks are green, you transfer the well-prepared initiative to the permit department.
  • You guide initiators from the first question to advice, and you are primarily accountable to them.
  • If a plan gets stuck, you explore possibilities and look for solutions.
  • Within the organization, you fulfill a secretarial role: you present initiatives to colleagues from policy and implementation and prepare agendas and minutes together with the process supporter.
  • You set out and monitor guidelines across the entire organization.
  • You manage initiatives, not people, as this is not a leadership role.
  • You report the outcome back to the initiator and, if necessary, coordinate administratively via memos or college proposals.
  • You keep track of the status of each initiative in the initiative tracking system.
  • Together with your fellow initiative manager, you divide tasks and ensure a smoothly running intake desk.
  • You are the point of contact and sparring partner for case managers, colleagues, and team managers.
  • You are part of a team of approximately 40 colleagues, with legal support and experienced professionals to rely on.
  • You will deal with area developments, the task concerning school buildings, and numerous individual initiatives.
  • You constantly navigate between legal frameworks, administrative interests, and societal challenges.

What they ask

  • Several years of experience in spatial planning and/or complex permit issuance.
  • HBO+/WO (higher professional education/university) working and thinking level.
  • Experience with performing integral environmental plan assessments, handling preliminary requests, and writing final advice.
  • Political-administrative sensitivity: understanding of administrative and political relationships.
  • Connecting and strong communication skills: easily connect people, build your network, and translate complex spatial issues into clear language, both orally and in writing.
  • Stress-resistant and decisive: quickly switch between dossiers and interests.

Practical

  • Fixed-term contract, with the prospect of a permanent contract.
  • Salary according to the Municipalities collective labor agreement, scale 11 (€ 4,020 to € 5,725 gross per month, depending on education and experience).
  • Pension accrual via the ABP.
  • Individual choice budget (IKB) of 17.05% of your salary.
  • Opportunities for training and personal development.
  • Various vitality schemes, including a sports incentive scheme and the VitKnip.
  • Travel allowance according to the Municipalities collective labor agreement.
