Program Manager Europe

As a program manager, you are responsible for preparing an organization for the new European subsidy period 2028-2034. The European Union is working on a new Multiannual Financial Framework (MFF) that determines how European funds are used for regional development, innovation, agriculture, and other societal challenges. You play an important role in preparing the regional contribution within the National Regional Partnership Plan (NRPP).

You work at the intersection of strategy, governance, and European cooperation, connecting developments in Brussels and The Hague with the organization's objectives.

What you do

  • Responsible for the preparation, coordination, and internal organization concerning the Multiannual Financial Framework 2028-2034 and the National Regional Partnership Plan.
  • Ensure a clear approach and bring together colleagues, administrators, and external partners for a joint regional effort.
  • Monitor developments within the European Union, the national government, and regional partnerships.
  • Translate these developments into opportunities, risks, and strategic choices for the organization.
  • Work closely with colleagues involved in the European Regional Development Fund (ERDF), the Common Agricultural Policy (CAP), and advocacy in The Hague and Brussels.
  • Provide direction to a multidisciplinary working group focused on the regional part of the National Regional Partnership Plan.
  • Ensure coherence between different policy areas and monitor process progress.
  • Be an important discussion partner for management and administration.
  • Develop and establish a plan of approach and process structure.
  • Lead and connect a multidisciplinary working group.
  • Represent regional interests towards the national government and regional partners.
  • Prepare integrated strategies and positions for management and administration.
  • Contribute to the programming of the regional part of the National Regional Partnership Plan.

  • University-level (WO) working and thinking ability.
  • Minimum of 5 years of experience as an advisor, specialist, coordinator, or program manager within a complex policy dossier with a European or international dimension.
  • Demonstrable experience with administrative advisory within a government organization.
  • Knowledge and experience with European subsidy programs and European funds.
  • Knowledge of European laws and regulations and the functioning of European decision-making processes.
  • Excellent command of the Dutch and English languages.
  • A relevant network within regional, national, and European partnerships.
