As a connecting controller, you ensure that financial challenges are easily understood by others and you involve them in the financial processes of a government organization. You are co-responsible for executing the planning and control cycle of a specific program. In this, you are a link in the planning and control cycle and in realizing the planning and control products of this program. The activities belong to the regular tasks of the Financial Controller function within the organization's job framework.
What you will do.
- Supporting the budget holder in being financially in control of the program, making forecasts, and periodically conducting budget/progress discussions with the budget holder.
- Coordinating and verifying compliance with the financial frameworks of the program's financial contributions for the planning and control products.
- Executing and controlling the process of preparing multi-year investment plans (MIP) and multi-year maintenance plans (MOP) and handling complex financial mutations.
- Advising on financial issues, such as those articulated in administrative proposals.
- Performing annual account activities for the program, including preparing variance analyses, making closing (reserve) entries, and the Single Information, Single Audit (SiSa) accountability.
- Optimizing the use of financial systems and translating financial frameworks into concrete actions within the programs.
- Executing budget amendments and, if applicable, ensuring alignment with project administration in collaboration with project controllers.
Profile
You will work closely with the strategic content manager finance, your fellow financial controllers, the program manager operations, the business controller, and the financial advisor. The assignment will be carried out under guidance and supervision. You will report to a team leader. The activities must be performed personally.

- Minimum of 5 years of demonstrable work experience as a financial controller/advisor at a municipality or province in the past 10 years.
- Minimum of 3 years of work experience with performing annual account activities as a financial controller, fixed asset administration, preparing multi-year investment plans (MIP) and multi-year maintenance plans (MOP).
- Agreement with the stipulated secondment conditions.
Preferences.
- Minimum of 8 years of demonstrable work experience in the past 10 years as a financial controller/advisor at a municipal or provincial government with public finances.
- Demonstrable work experience with subsidy provision, including public transport concessions.
- Demonstrable work experience with SAP, LIAS, and PowerBI.
