Project Advisor Environmental Program & Plan EIA

You are responsible for the substantive and procedural guidance of an Environmental Program and a plan-EIA (Environmental Impact Assessment), integrally organizing the various studies, participation processes, and decision-making. Additionally, you advise on strategic choices, risks, and the application of the Environmental Act (Omgevingswet) and relevant environmental legislation within complex area development.

What you will do.

  • Draft the Environmental Program
  • Guide the process surrounding the establishment of the Environmental Program in accordance with the Environmental Act
  • Coordinate and guide the plan-EIA procedure
  • Manage and coordinate with external consulting firms
  • Monitor the planning, process, and quality of spatial planning documents
  • Coordinate and integrate sub-studies in the fields of traffic, noise, air quality, soil, water, nature, nitrogen, health
  • Identify risks and opportunities and advise on appropriate control measures
  • Strategically deploy specialized knowledge for process, planning
  • Act as a point of contact for internal project members, external consulting firms
  • Inform and guide colleagues within the program team
  • Advise project management and the board on strategic choices and risks
  • Prepare administrative decision-making
  • Draft proposals for the college and council
  • Report periodically to the project director
  • Ensure a transparent participation and decision-making process

Profile

You are an experienced project advisor or project manager within the spatial domain with in-depth knowledge of the Environmental Act, plan-EIA procedures, and complex area developments. You combine substantive expertise with excellent process management and know how to effectively bring together different disciplines, interests, and stakeholders. You are analytically strong, administratively sensitive, and able to translate complex spatial issues into feasible and legally sound solutions.

What they ask

  • Completed HBO or university education in spatial planning, urban development, urban planning, public administration
  • Minimum 8 years of demonstrable work experience as a project manager or advisor within the spatial domain
  • Minimum 5 years of experience with a medium-sized government organization
  • Demonstrable experience with guiding Environmental Programs within the physical domain
  • Demonstrable experience with at least two plan-EIA procedures in the past eight years
  • Experience with complex area developments where multiple policy fields converge
  • Experience with administrative decision-making within a government organization
  • Experience with managing multidisciplinary project teams and external consulting firms
  • Specialized knowledge of environmental effects, relevant laws and regulations, and plan-EIA processes
  • Willingness to provide an integrity statement, Chamber of Commerce registration, and valid VOG after award
