Offshore Construction & Pre Commissioning Superintendent

As an Offshore Construction & Pre-Commissioning Superintendent, you are responsible for the safe and successful execution of offshore construction activities and the preparation of Mechanical Completion, Systems Completion, Pre-Commissioning, and handover to Commissioning and Operations. You act as the primary point of contact for offshore execution and represent the client to the current Operator during the construction and completion phase.

You ensure that all offshore work is carried out in accordance with HSE requirements, technical specifications, quality standards, and project objectives of both the Operator and the client. The role is at the intersection of Construction, Mechanical Completion, and Pre-Commissioning. You are responsible for the integration of these disciplines and actively contribute to a safe, technically sound, and operationally ready delivery of the offshore system.

You are part of the Offshore Team and functionally report to the Offshore Project Manager. The objective of the role is to achieve a safe, compliant, and operationally ready offshore CO₂ transport and injection system by:

  • Safely executing offshore construction activities.
  • Timely delivery within planning and budget.
  • Ensuring quality and technical integrity.
  • Successfully completing Mechanical Completion and Pre-Commissioning.

The client is a project organization focused on transporting and storing CO2 from industry in a port area to empty gas fields under the North Sea. The project is in the execution phase and is a collaboration between a port authority, a gas infrastructure company, and an expert in deep subsurface and offshore infrastructure.

What you do

  • Actively promote a strong Safety Leadership culture.
  • Ensure compliance with all HSE guidelines, laws, regulations, and project procedures.
  • Conduct offshore inspections, audits, safety walks, and toolbox meetings.
  • Identify, escalate, and mitigate safety risks.
  • Manage Client representatives on board who are present on a 24/7 rotation.
  • Supervise all offshore construction activities together with the Client representatives on board.
  • Monitor progress, quality, costs, and planning.
  • Ensure compliance with technical specifications, procedures, and work packages.
  • Verify that work complies with project and quality standards.
  • Timely identify and resolve deviations, technical issues, and execution risks.
  • Supervise the offshore preparation and execution of Mechanical Completion activities.
  • Monitor Systems Completion processes, system boundaries, and turnover requirements.
  • Verify that systems are ready for Pre-Commissioning.
  • Monitor punch list management and timely resolution of outstanding actions.
  • Support Commissioning Readiness Reviews.
  • Collaborate closely with onshore Commissioning and the client's QA/QC.
  • Monitor offshore contractors and subcontractors in consultation with the Operator.
  • Monitor contractor performance, safety, and quality.
  • Evaluate progress against contractual obligations.
  • Facilitate effective collaboration between the client, the Operator, contractors, project team, and operations.
  • Serve as the primary point of contact for offshore construction execution.
  • Facilitate handover to Commissioning and Operations.
  • Coordinate close-out punch list items.
  • Support preparation for commissioning and start-up.

What they ask

  • Minimum HBO (higher professional education) work and thinking level in a relevant technical discipline.
  • Demonstrable experience with offshore construction.
  • Experience in managing teams and contractors.
  • Demonstrable knowledge of project and contract management.
  • Minimum 10–15+ years of experience in offshore projects.
  • All necessary qualifications for offshore work on platforms in the North Sea.
  • Minimum 15 years of relevant experience within offshore energy, oil & gas, CCS, or infrastructure projects.
  • Demonstrable experience as Offshore Construction Superintendent, Construction Manager, Offshore Supervisor, or similar role.
  • Experience with offshore platform construction, brownfield modifications, and offshore execution.
  • Experience with Mechanical Completion, Systems Completion, and Pre-Commissioning.
  • Experience with system handover to Commissioning and Operations.

Preferences.

  • Technical education in Mechanical Engineering, Offshore Engineering, Maritime Technology, or similar.
  • Experience within the Dutch offshore sector is a strong plus.
  • Knowledge of offshore construction and installation activities.
  • Knowledge of Mechanical Completion and Systems Completion.
  • Knowledge of Pre-Commissioning and Commissioning processes.
  • Knowledge of offshore operations and asset integrity.
  • Knowledge of HSE management systems and offshore regulations.
  • Knowledge of Handover and operational readiness processes.
