Policy Officer Programme Manager

A European diplomatic service carries out the European Union’s Common Foreign and Security Policy (CFSP) to promote peace, prosperity, security, and the interests of the EU across the globe. It brings together European civil servants, diplomats from EU Member States, national experts and local staff worldwide. A division within this service, created in 2021, ensures the overall management of an EU external action instrument for the financing of CFSP needs of a military and defence nature.

The Division is responsible for the planning/programming, identification, operational management and monitoring of assistance measures in third countries, as well as for the preparation and negotiation of relevant decisions.

What you will do.

  • Contribute to the design, coordination and implementation of assistance measures under the EU external action instrument
  • Ensure close coordination with Member States, beneficiaries of the instrument, relevant EU Services and other stakeholders to facilitate support
  • Conduct identification of potential assistance measures, including by participating in missions to insecure areas
  • Draft and negotiate key policy and legal documents, including High Representative proposals and decisions, and facilitate their implementation
  • Assess proposals from Member States and requests from potential beneficiaries for assistance measures to be funded under the instrument and ensure coordination with other stakeholders
  • Facilitate swift implementation of assistance measures and work closely with the European Commission and implementing actors to this effect
  • Draft briefs, speaking points, press releases and contribute to data analysis and policy papers
  • Represent the division in internal and external meetings, including in relevant working groups

Profile

  • Highly motivated and experienced programme manager, ideally with prior exposure to EU defence policy
  • The ability to maintain diplomatic relations and to ensure representation and communication in a complex, multicultural environment
  • The capacity to create constructive working relations with national authorities, civil society, international organisations and EU Member States
  • Strong drafting and analytical skills combined with sound judgement
  • Knowledge of external relations, internal policies and functioning of the Union
  • Excellent communication skills and the ability to establish and maintain a network of contacts both within and outside the service
  • The ability to communicate clearly on complex issues and the capacity to perform with accuracy and in a flexible manner a diversity of tasks in a complex institutional environment
  • Strong service attitude

  • Experience of working in a team in a multi-disciplinary and multi-cultural environment
  • Experience in working with or within other EU institutions
  • Knowledge of EU institutions and functioning of the Union, CFSP/CSDP and broader EU external action
  • Experience in programme / project management in the peace, security and defence sector
  • A good technical understanding of military needs and equipment specifications

What they ask

  • Must have passed a valid selection procedure (CAST FG IV) or be registered in the permanent selection procedure (CAST FG IV)
  • Must have completed university studies of at least three years attested by a diploma
  • Must have the capacity to work in the languages of the CFSP and external relations (English and French) necessary for the performance of their duties
  • Must be a national of one of the Member States of the European Union and enjoy full rights as a citizen
  • Four years' relevant professional experience, ideally in a multinational setting
