Tactical Buyer
As a Tactical Buyer at a national defense organization, you are the commercial link between the market and the operational units. You lead complex tenders for essential equipment and ensure that units worldwide can perform their work safely. This is a challenging purchasing role with a unique social purpose. You are at the foundation of the operational readiness of ground-based units.
Your section is responsible for the complete acquisition cycle of equipment and services, ranging from the purchase of new systems to arranging the maintenance of existing equipment. You are the commercial expert who determines the right purchasing strategy in a complex field of technology, logistics, and finance. You connect the needs of the military in the field with the possibilities in the market, always balancing speed, legality, and quality.
What you will do.
- Leading tender processes: You independently conduct complex (European) tenders, from the initial market exploration to the definitive award and contracting.
- Strategic purchasing advice: You advise internal clients and project teams on the most effective purchasing route and help them translate operational requirements into commercially viable documents.
- Market and trend analysis: You continuously research the market for innovations and new suppliers, organizing market consultations to identify the best solutions.
- Multidisciplinary collaboration: You act as a commercial point of contact within project teams and work closely with technical specialists and financial advisors.
- Contracting and negotiation: You conduct (international) negotiations and draw up legally sound agreements that optimally safeguard the organization's interests.
- Stakeholder management: You skillfully navigate a political-administrative environment with diverse interests within the logistical supply chain.
What they ask
- Education: Completed HBO (higher professional education) degree and preferably NEVI 1 and 2.
- Experience: Extensive experience with (operational) purchasing within the national government and a proven track record of successfully completing European tenders.
- Legal knowledge: Thorough knowledge of the Public Procurement Act and preferably experience with specific regulations for defense and security.
- Systems: Proficient with ERP systems such as SAP (Module M&F) and preferably experience with digital purchasing tools such as Negometrix.
- Personality: Integer, organization-sensitive, with strong analytical skills. Able to work independently, but also a true team player.
- Communication: A strong conversational partner who can effectively communicate and advise in both Dutch and English at various levels.
- Attitude: Decisive and quality-conscious, working accurately even under time pressure.
Practical
- A security screening (VGB) is part of the application process.
- Dutch nationality is necessary for civilian applicants.
- Providing a Certificate of Conduct (VOG) is a condition for appointment.
- A background check, including criminal records and financial matters, which takes an average of 8 weeks, may be part of the selection procedure.
