Strategic Asset Management Plan Advisor
You will be working for a department within a provincial organization responsible for infrastructure, including roads, waterways, bridges, and locks. This department has a Strategic Asset Management Plan (SAMP) that guides asset management. Since the adoption of the current plan, various developments have occurred within the organization, the governance context, and the field of asset management, including the ISO 55001 certification standard.
The update of the SAMP must lead to a future-proof and practically applicable document that aligns with the strategic objectives of the organization and developments within the physical living environment. A clear connection will be established between organizational goals, corporate values, strategic asset management goals, and how these are monitored.
What you do
- Evaluate the current Strategic Asset Management Plan (SAMP)
- Update the framework of the SAMP
- Conduct a context analysis of the internal and external environment
- Conduct a stakeholder analysis
- Inventory relevant developments and trends
- Identify opportunities, risks, and courses of action
- Re-evaluate corporate values
- Establish strategic asset management goals
- Develop a goal tree
- Develop KPIs and measurement indicators
- Establish a vision and development outlook for the maintenance of the infrastructure
- Elaborate on the monitoring and evaluation of strategic goals
- Facilitate sessions and coordinate with involved stakeholders
- Draft and deliver an updated Strategic Asset Management Plan (SAMP)

- Demonstrably completed education at a minimum of HBO bachelor level
- Minimum of 5 years demonstrable work experience within the field of asset management
- Minimum of 2 years demonstrable work experience in the past 6 years in asset management at a government institution
- Demonstrable work experience with ISO 55001
- Minimum of 2 years demonstrable work experience with drafting and updating a Strategic Asset Management Plan (SAMP) at a government institution
- Agreement with the specified secondment conditions

Profile
The organization is looking for an experienced advisor who can operate independently and connect people. Support for the final product is an important part of this assignment. You will contribute to the assignment together with involved employees and ensure a widely supported result.
The activities will be carried out in close consultation with the strategic policy advisor, who, on behalf of the organization, is the client and remains ultimately responsible for substantive decision-making and administrative coordination.
