Project Manager

A drinking water company collaborates with regional partners to sustainably expand drinking water production. Due to growing demand, an increase in production capacity is necessary. This involves expanding existing extraction sites and developing new drinking water facilities. For specific projects, an independent project assignment is provided to an experienced project manager. The goal is to advance these projects towards a decision-ready, awarded, and implemented initiative.

The contractor is independently responsible for coordinating and realizing the agreed project results, within the established content, legal, and administrative frameworks.

What you do

  • Conduct an up-to-date analysis of project status, outstanding issues, risks, dependencies, and required decisions.
  • Develop an up-to-date plan with key milestones, decision points, and dependencies.
  • Create a coherent approach for area processes, appropriate assessments, legal procedures, and research into subsidence damage.
  • Provide an overview of necessary studies, permits, and next steps.
  • Manage environmental dynamics related to subsidence damage and provide strategic advice on costs and cost allocation.
  • Coordinate collaboration with province, water board, municipalities, competent authorities, and other relevant stakeholders.
  • Prepare and substantiate decision-making documents for internal decision-making moments.
  • Maintain an up-to-date and transferable project file.
  • Advance projects towards a feasible, decision-ready, and awarded initiative.
  • Monitor the coherence between content, environment, procedures, planning, risks, and decision-making.
  • Timely identify bottlenecks and independently propose solutions.
  • Prepare a transferable final report.
  • Coordinate substantive contributions from various disciplines (hydrology, ecology, communication, legal affairs, land management).
  • Coordinate studies and products necessary for further project development.
  • Prepare and guide coordination with external parties and stakeholders.
  • Prepare internal decision-making and administrative alignment.
  • Monitor quality, scope, planning, risks, dependencies, and progress.
  • Prepare memos, decision documents, reports, and other necessary documents.
  • Coordinate necessary procurement processes and external support.
  • Independently identify bottlenecks and formulate solutions.

Profile

The contractor performs the assignment independently, according to their own professional judgment and at their own expense and risk. The client determines the desired project results, preconditions, legal frameworks, available information, and formal decision-making moments. The contractor independently determines how the assignment is executed, the work order, planning, and necessary effort to achieve the agreed results.

What they ask

  • Minimum of 10 years demonstrable experience in project management of complex, multidisciplinary projects.
  • Extensive experience with area and permitting processes and coordinating multidisciplinary project teams.
  • Experience with at least 2 EIA procedures and demonstrable knowledge of appropriate assessments and main permits.
  • Experience with at least 1 project where subsidence damage was part of administrative and/or environmental processes.

Preferences.

  • Experience with groundwater extraction, drinking water projects, the area and relevant stakeholders in the Overijssel region.
  • Knowledge of the drinking water company's organization.
