Youth Policy Advisor

Due to the departure of a permanent Youth Care Policy Officer, a government organization is temporarily seeking an experienced Youth Care Policy Officer to continue ongoing policy assignments and ensure continuity in several important developments within the youth domain. The assignment is at the intersection of policy, implementation, and regional cooperation.

The upcoming period will focus on the further implementation of cost control measures, the preparation and local implementation of the new Youth Care procurement system as of January 1, 2027, and the continued development of the local youth field.

What you will do.

  • Contact person for CJG implementation and policy contribution to the development towards Strong Local Teams
  • Youth policy advice and translation of regional developments into local implementation
  • Preparation of administrative advice and decision-making in the field of youth care, including college proposals, administrative annotations, and answering administrative and council questions
  • Monitoring and interpreting financial developments within youth care and advising on these, in collaboration with finance, data, implementation, and other involved colleagues
  • Identifying financial deviations and translating these into policy choices and potential measures
  • Continuation of youth cost control measures (phase 2)
  • Amendment of the Youth Care Ordinance following the new procurement, with an effective date of January 1, 2027
  • Implementation of new Youth Care procurement at the local center and back office, including translation into work processes and local work agreements

Profile

  • Close collaboration with the local center, the back office, colleagues within the Social Domain, and organizations within the region
  • Moves easily between policy and implementation and maintains active contact with the local center, the back office, regional policy colleagues, and other involved partners
  • Knows how to translate regional developments into what is needed locally and brings signals from implementation back to policy
  • Able to independently handle dossiers, but actively seeks collaboration where necessary
  • Coordinates and collaborates within the Social Domain policy team and with external partners, including a welfare organization
  • Collaborates with regional policy colleagues
  • Identifies bottlenecks and reports on them to the Official Client
  • Strong profile, knows when to push through and when to escalate

What they ask

  • Minimum 2 years of demonstrable work experience as a youth policy advisor
  • Demonstrable work experience with financial issues within the youth domain
  • Demonstrable completed education at a minimum of HBO bachelor level

Wishes.

  • Minimum 3 years of demonstrable work experience as a Youth Care policy advisor
  • Demonstrable work experience as a youth policy advisor within a government organization
  • Demonstrable work experience with the implementation of procurement/contracting
  • Demonstrable work experience as a discussion partner for portfolio holder and and college in the field of Youth Care
