What you do
The contractor will draw up a plan of approach and execute it independently. Tasks include:
- An inventory of the housing assignment, with insight into housing demand and expected trends per target group and per municipality.
- Location studies regarding spatial and social feasibility for temporary and structural housing, including an integral assessment, opportunities, risks, and timelines.
- Drawing up an administratively supported implementation agenda with priorities, planning, milestones, dependencies, administrative decision moments, necessary resources, and personnel.
- Realizing corresponding and established administrative assignments.
- Monitoring the coherence between feasibility, spatial quality, and social impact.
- Integrally organizing and coordinating the project process.
- Ensuring alignment between municipal disciplines, administrators, and external parties.
- Preparing administrative decision-making and advising on it.
- Maintaining consultation with involved cooperation partners.
The execution takes place in collaboration with internal specialists (real estate, legal, socio-economic, planning economics, urban planning, spatial planning, traffic, communication), with the responsibility for substantive advice lying with the respective professional disciplines.
Profile
The assignment requires sufficient strategic thinking, administrative sensitivity, and executive power. The project leader feels at home in the spatial domain and has good knowledge of the prevailing legal frameworks. You clearly identify the task and translate it into concrete, supported, and feasible solutions. You have extensive experience with:
- Working in the spatial domain.
- Public and administrative decision-making.
- Integral advice.
- Linking social issues to spatial solutions.
- Operating in a complex, administrative environment.
- Tactical/strategic communication, administrative sensitivity, and the ability to connect.

- Completed relevant education at WO/HBO level.
- Minimum 5 years of demonstrable experience as a project leader within the spatial domain.
