A multi-year program has been launched, focused on improving and making homes sustainable for private owners and Owners' Associations (VvE's) in specific neighborhoods. Funds have been made available for this program for physical home improvement and sustainability. The program is part of a broader area-based approach aimed at resilient and natural gas-free neighborhoods. The total program targets at least 650 homes, and its implementation is divided into various tranches.
The program's goal is to improve and make as many homes as possible sustainable in a scalable, lawful, and robust manner, with minimal financial and organizational risks for residents and the organization, and maximum accessibility and support for vulnerable target groups. Through this request, the organization is seeking a consulting firm for the preparation, coordination, and substantive advice for the project.
What you will do.
- Enthuse owner-occupiers and VvE's to participate, together with energy coaches
- Achieve efficient clustering of buildings for execution
- Develop detailed technical measure packages on which the contractor to be engaged can base a quote
- Support the owner-occupier or VvE in creating a financial plan, including identifying or applying for additional subsidies and loans
- Monitor whether measures are executed within project conditions and adjust where necessary
- Collaborate closely with the energy coach of an implementation partner in contact with residents
- Provide aftercare to residents and the necessary reporting to the organization
- Overall project leadership
- Develop a process approach into a project plan based on GROTIK aspects
- Develop and establish a framework for home sustainability
- Recruit and enthuse owner-occupiers and VvE's to participate in the project, together with energy coaches
- Contact VvE's and residents for the preparation of measure packages
- Advise on participation-promoting activities for VvE's and residents
- Conduct property inspections/surveys, including reporting and identifying maintenance defects
- Inventory required permits and coordinate/advise on any applications
- Communicate and answer resident questions
- Prepare technical measure packages, planning, and direct estimates
- Create a budget based on cost benchmarks together with the owner-occupier or VvE, including additional subsidies and a loan from the heat fund
- Provide substantive advice on selecting contractor(s) through a framework agreement
- Provide substantive advice on further contractor offers, including checking completeness and market conformity
- Provide substantive advice on the conclusion of the construction agreement with VvE/residents based on the offer
- Control execution by the contractor (technical, organization, planning, communication, delivery, guarantee statements, etc.) based on the construction agreement
- Approve whether the work has been executed correctly
- Control invoicing by the contractor
- Provide aftercare to the resident, measure satisfaction, and mediate disputes if necessary
- Monitor and report to the organization for annual accountability of the specific grant via SiSa.
Profile
- Successfully completed at least an HBO (higher professional education) degree
- Demonstrable experience with stakeholder management
- In the past 5 years, at least 3 full years of experience as a senior advisor/project leader regarding the sustainability of housing portfolios for a public organization, housing corporation, VvE, and/or private individuals
- In the past 5 years, as project leader/main responsible, led at least two advisory projects for home sustainability with a minimum scope of 50 homes per project
- In the past five years, as main responsible, executed at least 2 advisory assignments for a public organization, housing corporation, VvE, and/or private individuals where at least 50 homes were fully or largely (more than 75% of the shell) insulated. The advisory project must cover the entire trajectory from initiative to delivery, including technical inspections, cost estimates, preparation of technical measure packages, and supervision/construction guidance.
